OCT Consulting, LLC is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.
Responsibilities and Duties
OCT is looking for a Contract Specialist to support the Defense Counterintelligence and Security Agency (DSCA) Program Executive Office (PEO). The DCSA PEO oversees a portfolio of enterprise-wide information technology (IT) programs that unilaterally employ best practice methodologies for the development and delivery of innovative IT solutions, advancing DCSA’s broad-spectrum National Security capabilities to better serve the DoD, the U.S. Government and cleared industry.
Role:
- Potentially supervise a team while providing subject matter expertise in contracts and acquisitions to support logistics planning and analytical activities. Ensure effective team management and development in alignment with organizational goals.
- Apply knowledge of the Federal Acquisition Regulations (FAR) to logistics task efforts, ensuring compliance and proper application of acquisition regulations and standards.
- Demonstrate familiarity with the government’s acquisition processes, including various program reviews required for acquisition approval. Navigate the acquisition pathways effectively to support program objectives.
- Provide guidance on the government contracting process, including the development of solicitation materials, the solicitation review process, and the contract award process. Ensure that all aspects of contracting are handled efficiently and in accordance with regulatory requirements.
- Assist in the development of milestone documentation necessary for supporting systems acquisition through various adaptive acquisition pathways, contributing to the overall success of acquisition programs.
Requirements
Qualifications:
- At least eight (8) years of experience in contracts and acquisitions.
- Proven experience in supervising teams and providing acquisition expertise to support logistics planning and analytical activities.
- In-depth knowledge of the Federal Acquisition Regulations (FAR) and the ability to apply these concepts to logistics tasks and acquisition processes.
- Familiarity with the government’s acquisition processes, including understanding program reviews and adaptive acquisition pathways.
- Experience providing guidance on the government contracting process, including the development and review of solicitation materials and the contract award process.
- Federal Acquisition Certification in Contracting (FAC-C) or equivalent preferred.
- Must be a US Citizen.
- Must possess an active and current DoD Secret Clearance.

Salary Range: $90,000-120,000 yearly commensurate with experience, education, etc.
