Full Job Description
Quattro Consulting, an operating firm of Command Holdings, is currently seeking a Budget Analyst to serve on a contract supporting the US Army.
Responsibilities for this position may include (but are not limited to):
- Serving as a budget analyst performing day-to-day control and management involving the formulation, execution, and/or analysis of the organization's budget and funding requirements.
- Serving as the functional point of contact for day-to-day budget/financial issues.
- Working with Senior Budget Analyst and budget office counterparts to obtain, monitor, and track organization's funds.
- Performing budget formulation work involving review and preparation of budget estimates and financial plans.
- Reviewing and analyzing budget requests submitted by organizational activities to ensure their consistency, accuracy, and adherence to instructions.
- Performing budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of funds.
- Monitoring, tracking, and reviewing obligations, expenditures, reimbursable orders, and requests for allotments, identifying and reporting differences that are not in keeping with annual work plans.
- Providing advice, assistance, and guidance on budgeting and related information and conducts analyses, reviews and special studies of budget and/or related information.
- Providing advice on budget and related matters such as types of funding available, effects of budgetary changes on related activities, and status and use of funds.
- Using budgetary and other automated system(s) and computer-generated products in accomplishing budgeting/funding assignments.
- Performing quality checks of organization's automated system database information, working with appropriate point of contact to resolve any significant problems.
Work Environment:
- Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
- Ability to sit at a computer terminal for an extended period of time.
Physical Demands:
- While performing the responsibilities of the job, the employee is required to sit, stand, talk, and hear.
- Employee is often required to sit and use their hands and fingers to operate a computer.

Travel:
- 0-10% / Occasional travel.

Requirements
Basic Qualifications
- Bachelor's degree (or higher degree) from an accredited educational institution.
- Current, active secret security clearance.
- Must have at least 5 years relevant finance experience.
- Knowledge of the laws, regulations, policies, precedents, methods and techniques of financial management in the areas of budgeting and cost analysis.
- Knowledge of well-established budget formulation practices, procedures, precedents and policies.
- Knowledge of the theories and principles of research inquiry and cost analysis.
- Ability to research and analyze data and to interpret findings
- Ability to communicate orally and in writing.
- Ability to plan, organize work, and consult effectively with co-workers.
- Outstanding communication skills, influencing abilities, and client focus.
- Professional proficiency in English is required.

Preferred Qualifications
- Previous experience with AHRS.
- Direct experience with one or more of the following: GFEBS, ERP, SAP.
