Full Job Description
WWC Federal is seeking an experienced Battlespace Awareness (BA) and ISR Capability Governance SME to support the Department of Defense OUSD I&S Director for Defense Intelligence (Intelligence & Security Programs & Resources) [DDI (ISPR)]. This individual will provide the knowledge and subject matter expertise (SME) to effectively support the USD(I&S) in the management of the BA Portfolio.
In addition, this individual will:
- Review and evaluate existing and planned ISR and environmental systems, processes and programs across the DoD and intelligence community to ensure the BA Portfolio is optimized to meet the operational warfighter, acquisition community and senior policy maker needs.
- Provide all support required to organize, analyze, and coordinate planning, programming and resource data needed for optimum development and management of the BA Portfolio.
- Conduct research and analysis, develop recommendations, develop position papers, responses, talking points, memoranda, briefings, and correspondence as required on all critical ISR capabilities.
- Develop guidance for initial binning, develop data collection and management strategies, conduct assessments of tools and repositories, create business rules and entry/exit criteria, and develop corporate review and evaluation criteria.
- Provide subject matter expertise to establish a decision-making framework for BA capability portfolio management (CPM) that will promote timely and effective capabilities based decisions when an investment crosses or spans any of the following: BA CPM and another DoD Mission Area, Multiple DoD component agencies, or BA CPM and the broader intelligence community.
Work Environment:
- Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
- Ability to sit at a computer terminal for an extended period of time.
- Ability to work in confined areas.
Physical Demands:
- While performing the responsibilities of the job, the employee is required to sit, stand, talk, and hear.
- Employee is often required to sit and use their hands and fingers to operate a computer.
Travel:
- 0-10% / Minimal travel expected.

Requirements
Basic Qualifications
- Bachelor’s Degree or 10 years of experience related to BA/ISR.
- Current, active TS/SCI security clearance.
- 10 years of experience in capability integration.
- 4 years experience in systems design and analysis, capability programming and analysis, functional requirements analysis, or modeling.
- Understanding of the Requirements Process (JCIDS), DoD PPBE System, and Acquisition Process.
- Knowledge of basic ISR Systems and Capabilities.
- Expert proficiency level in Microsoft Office Excel, Word, Outlook, and PowerPoint.
- Outstanding communication skills, influencing abilities, and client focus.
- Professional proficiency in English is required.

Preferred Qualifications
- Master's Degree.
- Ability to produce quick-turn technical analyses of ISR capabilities.
- Expert in technical analysis of ISR system performance.
- Has ability to work independently on assigned projects, reporting back to leadership as appropriate with updates and recommendation.
