About the position We are looking for an HSSE Manager to ensure a safe, healthy and compliant work environment at one of our operating sites. Some plant experience with an engineering degree or a seasoned HSSE professional with proven experience in a chemical plant or chemical manufacturing facility will be considered.

Responsibilities

  • Develops, implements, manages and monitors site Health, Safety, and Environmental programs, policies, and procedures that meet OSHA, EPA, DHS, DOT, TCEQ and other applicable requirements.
  • Ensures the organization complies with all current regulations and that all employees and contractors are aware of the requirements and are prepared to follow procedures.
  • Supports implementation of overall strategy for environmental permitting and compliance for construction and operations of natural gas and liquids pipeline infrastructure.
  • Review, evaluate, and analyze work environments and designs programs and procedures to control, eliminate, and prevent injuries caused by chemical, physical, or ergonomic factors.
  • Coordinates emergency response activities including emergency response personnel training, drills and procedures.
  • Supports operations and maintenance personnel in conducting job hazard analysis, health and safety inspections and pre-start-up safety reviews.
  • Assesses and conducts industrial hygiene monitoring throughout the site.
  • Coordinates the facility behavioral based safety program. Specifically, conducts and coordinates safety observations, analyzes plant safety data and develops the programs aimed at correcting at-risk behaviors.
  • Conducts and / or participates in incident investigations and root cause analysis.
  • Facilitates the site’s hot work, LOTO, confined space entry and hazardous line break permitting programs.
  • Performs required HSE audits and ensures gaps are identified and corrective actions are completed.
  • Coordinates safety equipment and fire water system inspections
  • Special projects, as assigned.

Requirements

  • Bachelor’s Degree (B.S.) in Chemical, Mechanical, Civil or Environmental Engineering, preferred.
    • Other BS degrees considered.
  • Certified Safety Professional or equivalent experience preferred, but not required.
  • Related work experience, in a chemical plant environment
  • Familiar with OSHA, EPA, DHS, DOT, TCEQ regulations
  • Ability to properly perform and document incident investigation.
  • Experience in implementing and sustaining Behavioral Based Safety Programs
  • Proficient in Microsoft Outlook, Word, Excel and PowerPoint
  • Good organizational skills with the ability to prioritize projects and tasks.
  • Ability to respond to plant HSE needs during off-hours.
  • Strong aptitude in interpretation and implementing existing and new regulations.
  • Ability to establish written procedures needed to implement OSHA and EPA regulations.
  • Good understanding of environmental regulations and compliance requirements and governmental audit processes
  • Strong Air, Hazardous/Special Waste and Wastewater regulatory knowledge and experience preferred.
  • Familiarity with batch and continuous processing a plus
  • Good understanding of HSE Management Systems designed to promote continuous improvement in environmental processes – especially ISO 14001 and ISO 45001
  • Ability to produce results independently and through others.
  • Creative problem-solving abilities at strategic functional and technical levels
  • Ability to perform a variety of duties and multi-task in a matrix organization.
  • Ability to work in a fast paced, multiple projects, shifting priorities environment.
  • Accepts responsibility for the direction, control, and/or planning of an activity.
  • Deals with people at different levels beyond giving and receiving instruction.
