Full Job Description
The Benefits and Compliance Manager is responsible for administering the programs related to Quiddity's benefit plans, and ensuring Quiddity's compliance with federal, state and local laws.
In the compliance role you will be responsible for ensuring our programs protect Quiddity from risks associated with legal compliance requirements and regulations. This includes researching the compliance requirements of ERISA laws as they relate to benefits plan management and plan practices, monitoring and keeping current with the regulatory environment, defining the reporting requirements and working with our brokers, plan administrators and internal groups to develop compliance programs.
As the Benefits and Compliance Manager, you will be responsible for implementing our benefits programs, working with our brokers and the HR group. You will also administer the day-to-day operations of group benefits programs (including group health, dental, vision, short-term and long-term disability, worker’s compensation, life insurance, flexible spending plan, critical care, and identity theft plans. This role is expected to provide excellent customer service, keep current with benefits trends and investigate new benefits offerings and provide guidance to HR leadership on how to improve our programs and provide support for the delivery of the benefits programs.

Requirements
Compliance:
1. Keeps current with changes in laws, industry trends, regulations, best practices, and employment law and makes recommendations as needed in order to maintain compliance.
2. Acts as the main point of contact with, and maintains relationships with our brokers, and alerts HR leadership to issues that need to be addressed.
3. Ensures HR processes and documentation are meeting all legislative, client and internal business requirements: recommends, develops, implements and revises HR policies, as necessary.
4. Working with payroll and other groups, coordinates the preparation and submission-in a timely manner-of all required regulatory reports to appropriate government and other agencies. Coordinates all audits related to benefits and compliance requirements.
5. Works with other HR members to disseminate information to management and employees and to facilitate appropriate awareness and training.
6. Works with senior leadership to develop plans and procedures to resolve identified issues or to meet business requirements.
7. Is the first point of contact for all inquiries related to HR compliance requirement, audits, reporting or issues. Act as a liaison with other departments to direct compliance issues for investigation and resolution.
8. Maintains, reviews and recommends vendor invoices related to compliance and benefits services, for final approval by the head of HR.
Benefits:
- Responsible for administering benefits, serving as the subject matter expert in all areas of employee benefits.
- Acts as primary liaison with benefits broker to research and develop benefits offerings.
- Interfaces directly with insurance carriers to research and resolve benefit eligibility and enrollment issues. Resolves complex individual employee benefit issues, acting as the liaison between Quiddity’s insurance providers and employees as a part of the benefits issues escalation process.
- Administers benefits enrollments and terminations, COBRA, FMLA, claims related to disability, accident, and death, 401(k) administration including rollovers, distributions, hardships, compliance and drug testing programs, and other benefits programs that are offered by the company.
- Sets up and maintains HRIS related benefits systems including electronic enrollment process, codes and premium calculation tables for all benefit plans.
- Performs various audits comparing detailed reports from multiple systems, reconciles and corrects records, as necessary.
- In conjunction with the entire HR Team, will manage the annual benefits open enrollment processes.
- Monitors lost-time injuries/illnesses and worker’s compensation claims; reviews injury/illness and non-injury incident investigation reports and follows up as necessary.
- Identifies and resolves billing discrepancies; and recommends payment of billing statements, for final approval.

Education and/or Experience:
Bachelor’s degree and a minimum of 5 years of progressively more responsible benefits and compliance experience in corporate environments or
HR industry based certification/continuing education and a minimum or 7 years of progressively more responsible benefits and compliance experience in corporate environments.

Job Skills:
• Experience with using and administering HRIS; experience with Deltek Vision and UKG a plus.
• Competent in Microsoft Office products – Word, Excel, PowerPoint.
• Understanding of employment law best practices as such relates to the implementation, execution of and delivery of Quiddity's benefits offering.
