Navarro Research and Engineering is recruiting a Senior Procedure Writer. This position is fully remote.

This position will support the Department of Energy Office of Clean Energy Demonstrations (OCED). OCED is a multi-technology office responsible for overseeing more than $20B of investment in large scale demonstrations in emerging technologies such as clean hydrogen, carbon capture, advanced nuclear reactors, grid-scale energy storage, industrial emissions reductions as well as demonstrations in rural and socioeconomically disadvantaged regions. We are looking for individuals with a range of skills and interest in large-scale clean energy demonstration projects, particularly in renewable systems, carbon capture and removal, hydrogen, and nuclear energy technologies.
- Conduct research, analyze data, and work closely with Office of Clean Energy Demonstration’s (OCED) federal staff to understand their needs and goals as related to the development of policies, procedures, and other guidance documents.
- Coordinate and lead policy collaboration meetings with key OCED stakeholders; candidates must demonstrate comfort with taking initiative to convene and lead stakeholder meetings to solicit the necessary information for document development.
- Collaborate with the OCED Program Management team to write, revise, develop, evaluate, and validate organizational policies, procedures, and guidelines.
- Provide a thorough understanding of project / program management to inform the development of polices, procedures, and guidance
- Interface with subject matter experts to develop appropriate documentation.
- Assist OCED in determining where gaps exist across policies, procedures, and guidance documents and/or where documents may be able to be combined.
- Review OCED’s policy, procedure, and guidance library and provide recommendations on when and what to update (i.e., ongoing maintenance).
- Ensure all documentation is DOE compliant.
- Develop deployment plans for communicating and implementing new guidance across the organization.
- Provide recommendations and reports on policies, projects, and/or research OCED should pursue to enable execution of its missing and achieve office goals.
- Review official policy documents to ensure integration of the appropriate content, grammar, clarity, themes, and messages into all documents for internal and external distribution.
- Follow writers’ guidance to ensure procedures format, order, clarity, conciseness, style and terminology provide ease of use.
- Execute other duties and responsibilities as assigned by management.
Requirements
Minimum Qualifications:
- US Citizen or a US Permanent Resident status (due to the nature of client engagements)
- Bachelor's degree plus 12 years experience developing policy or procedures or Masters degree plus 8 years experience
- Strong client management and the ability to navigate a diverse group of stakeholders
- Strong / extensive experience with Project Management principles and concepts
- Excellent verbal and written communication skills (throughout all levels of the organization) with the ability to synthesize information concisely and clearly
- High degree of self-confidence and determination
- Advanced organizational and management skills
- Ability to manage multiple time-sensitive priorities and assignments without diminished effectiveness
- Ability to work individually, as part of a team, or leading a team
- Must be proficient in the use of Microsoft Word and Microsoft Visio
Preferred Qualifications:
- Technical writing certification
- Background in the energy industry is preferred
- Experience with DOE Project Management Orders is a plus
