Full Job Description

Operations and Maintenance Lead- U.S. Army Base Fort Jackson

The Operations and Maintenance Lead works directly with the Project Manager, The United States Government and the various trades Supervisors. The Operations and Maintenance Lead establishes and maintains a professional working relationship with the Government, Government counterparts, subcontractors, and facility tenants. The Operations and Maintenance Lead is responsible for daily operations and production of the various trade shops and oversees the procurement of required materials and supplies. The Operations and Maintenance Lead also assists with administrative duties associated with field operations, providing technical direction for various Trades Supervisors and their functional areas aboard military installations.

Key Responsibilities

  • Oversee the daily operations of all trade shops to include Electrical, Plumbing/Pipefitting, HVAC, Structural, Supply, and Work Control.
  • Plan, prioritize, assign, supervise, and review the work of staff responsible for facility maintenance and repairs
  • Establish schedules and methods for efficient facility maintenance while maintaining costs
  • Identify resource needs, and review needs with appropriate management staff; allocate resources accordingly
  • Participate in the development of goals and objectives as well as policies and procedures
    • make recommendations for changes and improvements to existing standards, policies, and procedures
    • participate in the implementation of approved policies and procedures
    • monitor work activities to ensure compliance with established policies and procedures
  • Monitor expenditures
    • prepare cost estimates and submit justifications for equipment
    • monitor and control supplies and equipment
    • orders supplies and tools as necessary
  • Train or coordinate training in facility maintenance and safety methods, procedures, and techniques
  • Works with the Safety Supervisor to develop and organize preventative maintenance and safety inspection programs for all facilities and equipment
  • Attend and participate in professional group meetings
    • maintains awareness of new trends and developments in the field of facility maintenance
    • incorporate new developments as appropriate into programs
  • Coordinate with contractors in providing contract services
  • Perform other related duties, as assigned, for the purpose of ensuring the efficient and effective functioning of the work.

Essential Skills

  • Knowledge in the tools, materials, working practices, and methods of the various trades; materials, equipment, working procedures, and methods required in the facility maintenance and repair
  • Organize, implement and direct facility maintenance operations and activities
  • Supervise, train, and evaluate assigned staff
  • Interpret and explain pertinent policies and procedures
  • Develop cost estimates for supplies and equipment
  • Perform the most complex maintenance duties and operate related equipment
  • Demonstrate tact and diplomacy with the Government and EMI Employees
  • Develop and recommend systems and procedures related to assigned operations
  • Type; operate a personal computer, with emphasis on accuracy, mental alertness, and neatness
  • Ability to use word processing, spreadsheets, and database applications
  • Be adaptable and flexible in work situations. Establish priorities to ensure the completion of tasks in a timely manner
  • Adhere to safety policies and procedures to include proper use of personal protective equipment

Physical Requirements

  • Lifting and carrying objects/boxes/print-outs short and long distances
  • Must be able to lift up to 50lbs unassisted
  • Work with a personal computer
  • Use of hands, reaching with hands and arms, talking, and walking
  • Prolonged periods of sitting, bending, squatting, standing, twisting, or stooping

Requirements

  • High School Diploma, GED, or equivalent amounts of technical training and/or experience
  • Minimum 5 years experience as an Operations and Maintenance Lead in an industrial or commercial facilities maintenance environment on a DoD facilities maintenance and repair contract
  • Valid driver’s license
  • Pass a pre-employment drug screening and background check
  • Regular, dependable attendance
  • U. S. citizenship to obtain and maintain access to military installations

Preferred Qualifications

  • Knowledge and/or certification in one or more trades preferably HVAC and Plumbing
