THE OPPORTUNITY

In March 2024, South Carolina Department of Social Services joined Opportunities for Prevention and Transformation Initiative, Opt-in for Families, an initiative of the Doris Duke Foundation. This multi-year effort will design community-based, equity-centered alternatives to traditional child welfare system approaches. New approaches to be tested include: 

  • Building alternative pathways to child abuse hotlines, so families can access assistance preventively.
  • Supporting families in navigating voluntary community-based services.
  • Meeting the needs of families through cash and material assistance.
  • Increasing engagement of families. 

Foster America is joining with SC DSS, local philanthropic partners, and leading national research and technical assistance organizations to support South Carolina leaders in this groundbreaking effort. 

We seek a Senior Advisor to be embedded in the South Carolina Department of Social Services. The Senior Advisor will bring experience in community co-design, collective impact, participatory governance, organizing, or a similar field – demonstrating the ability to motivate and align diverse networks of stakeholders and contributors to innovate together. The Senior Advisor will engage and facilitate as members of an advisory body (including parents, advocates, young people, community groups, service providers, and inter-governmental agencies) collaborate with public child welfare partners to innovate on prevention-focused family supports. The right candidate will demonstrate strong listening, project management, facilitation, trust-building, and problem-solving capabilities. They will help others share their perspectives, use data to bolster collaboration, unite diverse contributors, and innovate to build a more just and equitable future for children and families. 

RESPONSIBILITIES

The senior advisor will support processes and build capacity within the local government to seek and be responsive to ongoing feedback from Black, Indigenous, and communities of color that have been disproportionately impacted by the child welfare system about their expectations for a future family and child well-being system. 

This includes: 

  • Developing or strengthening existing advisory structures comprising lived experts, community advocates, and system partners working alongside SC DSS to design, test, and continuously improve the alternative well-being system. This includes shaping its membership, supporting its chairpeople, facilitating/co-facilitating (or planning for facilitation of) its meetings, and tracking agendas and content.
  • In partnership with SC DSS, building will, alignment, trust, and coordination among the advocates, intergovernmental partners, community organizations, and lived experience leaders contributing to the prevention initiative and related efforts. 
  • Working alongside governmental leaders and other technical assistance providers to design, test, and improve the alternative well-being system. 
  • Coordinating technical assistance for the jurisdiction, including fielding requests for support, finding well-matched assistance, and serving as the point of contact and integrator of that TA provider. 
  • Supporting collaboration and learning related to the prevention initiative within South Carolina,  developing mechanisms to gather and share insights. 
  • Developing insights across South Carolina and three other participating sites around the nation, especially related to community involvement, cross-systems collaboration, and advisory/governance structures. 
  • Planning an annual statewide convening. 

FIRST YEAR SUCCESS

First year success in this role will include: 

  • An active and diverse advisory committee is partnering with SC DSS, building on existing structures, capacity, and vision. Advisory members are collaborating to co-create a child and family well-being system at their site. 
  • Lived experts and community members – especially Black, Indigenous, and people of color – are meaningfully advising the design. 
  • Intergovernmental and nonprofit partners are also meaningfully advising the design of new approaches to support families preventively, integrating resources and approaches in coordination with SC DSS.
  • Leaders – both in the public child welfare agency and the community – are strengthening their capacity to innovate and collaborate. 
  • Core elements of the new pathways to connect families to voluntary community support are prototyped. 
  • High-quality technical assistance identified by jurisdiction leaders and other technical assistance partners is available to the site. 

REPORTING

This role will report to the Prevention Initiative Director. 

This role will report to the Foster America Site Engagement Director and the Senior Vice President of Programs. This position will provide shared oversight to advisory structures within the jurisdiction. This role provides dotted-line supervision to Foster America specialists (e.g., data, fiscal, co-design, system-mapping, and equity) assigned to work alongside selected jurisdictions. 

START DATE

This 36-month role begins July 2024, and ends June 2027.

EDUCATION AND WORK EXPERIENCE

This is an extraordinary opportunity for a mature leader with seven to 10 years of focus on program development, leadership development, and cross-systems collaboration experience. You will ideally have experience in a complex nonprofit that serves multiple programs. You will ideally have experience communicating about social impact – preferably related to families, racial equity, poverty alleviation, or related topics. Minimum of a BA/BS required.

BENEFITS & COMPENSATION

Salary is commensurate with experience in the range of $126,000 - $140,000. WORK LOCATION

This position will require frequent in-person/in-office work at governmental or community nonprofit settings within the selected site location, with some time working remotely/from a home office. The role requires prolonged periods sitting at a desk and working at a computer. May include up to 10% travel.
