Full Job Description
The facilities manager oversees and coordinates the construction, maintenance, repair, and cleanliness of County of Blair buildings and facilities, including the upkeep of associated equipment and supervision of staff, to ensure clean, safe, and legally compliant accessibility for County employees and the public. Essential duties include supervising and coordinating the work of 19 full-time, union-eligible staff within the units of Building Maintenance and Custodial Services; planning work, projects of varying duration and complexity, and tasks through completion; working closely with manager over Highway functional unit; enforcing policies, procedures, and safety practices; developing and maintaining preventive maintenance schedules and cleaning schedules; inspecting work performed by employees and vendors; overseeing preparation of engineering/architectural plans, specifications, bidding, and selection criteria for public contracts; managing construction projects; ensuring working order of all HVAC equipment, small-engine equipment, hand tools, fire extinguishers, etc., associated with building operations; standardizing department policies and procedures to improve efficiency, recordkeeping, and budget preparation and compliance; hiring personnel and training, coaching, or working to better performance as needed; and responding to after-hours calls as needed.
Requirements
Qualified applicants must hold a high school diploma or GED, valid Pennsylvania driver's license with clean MVR, five years of related work experience in management/operations for road construction, civil/public works, electrical, heating, ventilation, air conditioning, mechanical trades, plumbing trades, and painting; demonstrated supervision skills; demonstrated project management experience; proficiency with setting schedules and meeting deadlines; knowledge of codes necessary to perform the essential functions; computer literacy with e-mail, spreadsheet, and word-processing applications; English fluency, and both written and verbal communications skills; experience working in a fast-paced position with frequent interruptions; ability to maintain confidentiality; and strong customer service orientation;
