Full Job Description

COIPA (Central Oregon Independent Practice Association) was founded in 1993 as a non-profit dedicated to promoting the financial viability of its independent practices.

COIPA supports independent medical practices across a 750+ member network across the counties of Central Oregon and the Columbia Gorge. By maximizing reimbursements and minimizing administrative costs, COIPA enables these practices to maintain their independence. This allows clinicians to focus more on delivering excellent healthcare to communities, supported by the strength of COIPA’s services.

The COIPA’s network consists of nurse practitioners, physicians, nurse midwives, and integrated behavioral health clinicians supported by a range of COIPA services, including access to value-based contracting and provider enrollment, billing, credentialing, and consulting to help independent medical practices focus on delivering quality healthcare with COIPA leveraging the power of their network to provide efficient and cost-effective business and provider services.

Extending the power of the network even further, COIPA helps to action a shared commitment to equitable access to healthcare through their private foundation, the Central Oregon Health Quality Alliance (COHQA). COHQA provides grants annually and works to address health disparities and advance health equity.

The CEO Role:

The Chief Executive Officer (CEO), reporting directly to the Board of Directors, is responsible for the overall strategic, operational, organizational, and financial performance of COIPA. 

In addition, this leader serves as the voice of COIPA at state, federal, and national levels and maintains strong collaborative partnerships with the growing list of independent medical practices, hospitals, and providers servicing Central Oregon and Columbia River Gorge communities. 

The CEO of COIPA will be a strategic and engaged leader, adept at balancing operational excellence with a forward-looking vision. This leader will drive COIPA's growth and amplify its impact and contributions to healthcare in Central Oregon.

Strategic Leadership

  • Lead and align a consolidated current plan and go-forward vision, strategy, metrics, and goals of COIPA.
  • Evaluate and guide Board alignment on COIPA’s current financial position and balance sheet, considering cost structure and revenue streams against growth opportunities aligned with COIPAs mission and vision. 
  • Lead the team through a collaborative and efficient planning process that incorporates the current plan, draws upon the organization's experience and institutional knowledge, and aligns with the needs and opportunities of COIPA's member and provider network.

Operational Excellence

  • Communicate strategic direction to the leadership team, develop an operational plan, engage the executive team to take ownership, and utilize team insights and experience to align functional plans, priorities, and execution throughout the organization.
  • Mentor the leadership team in implementing best practices for operational excellence, encompassing strategic planning, prioritization, resource management, operational tracking, reporting, and contract management.
  • Optimize the organization and operating model aligned while considering opportunities for the future and the resources required to support them.
  • Guide the maturation of core business processes from contract management to operational planning and performance reporting.

Leadership & Organizational Development 

  • Guide evolution of a scalable organizational structure and operating model
  • Build upon the cohesive culture, supporting the organization in building the capacity for change and managing through ambiguity.
  • Provide guidance to leaders in enhancing their performance and personal development.
  • Ensure appropriate resourcing is aligned with the approved operating plan.

Network and Government Agency Engagement & Influence

  • Serve as the voice of COIPA, spearheading the development of a shared platform that advocates and supports the critical role of sustainable independent medical practices and the vital support required in a thriving healthcare system.
  • Engage with and advocate for independent practices across the region by partnering with current and future members, hospitals, commercial and managed insurance partners, and government agencies. 
  • Create cohesion and engagement across COIPAs member community through shared interests and commitment to the opportunities and challenges facing all independent clinicians in Central Oregon and the Columbia Gorge region.

Requirements

Must Have:

  • 10+ years of leadership experience in healthcare, including administrative operations and oversight of value-based contracting.
  • Demonstrated successful executive experience leading a function or organization of > 50 employees and >$10M revenue.
  • Broad experience in financial and operational management, preferably in the non-profit sector.
  • Strong communication skills, both external and internal.
  • Commitment to COIPAs mission and aligned to the organizational values.
  • Graduate degree in a healthcare-related discipline, business or finance. 

Preferred:

  • Non-profit leadership experience as an Executive Leader, Executive Director, CEO, or Board Member in a Member-based organization.
  • Direct experience with commercial and managed care providers.
