Navarro Research and Engineering is recruiting a Waste Planning and Disposition Manager in West Valley, NY.

The Waste Planning and Disposition Manager will accomplish Waste Management objectives by complying with Federal and state agencies and the Department of Energy (DOE) regulations relative to the proper management and characterization of wastes (radiological and hazardous), ensuring the proper and safe storage and shipment of waste to approved treatment, storage, and disposal facilities.

Requirements

Education/Experience:

BA/BS in Environmental Science, Engineering, or related technical field from an accredited college or university, plus eleven (11) years of technical experience including a minimum of five (5) years of supervisory or management experience.  A minimum of four (4) years of experience working at a DOE or nuclear facility.  An advanced degree in a technical field is desirable.  Specific experience in waste processing and implementation of health and safety regulations.  Field experience in construction-related activities, (i.e., waste disposition of large clean-up projects) also desired.  A combination of education and experience may be considered for equivalency

Other Requirements

Must possess mastery knowledge of waste management (radiological, chemical, physical attributes) and techniques to successfully complete a wide variety of difficult assignments.  Must possess mastery knowledge of environmental trends, theories, principles, techniques, policies, regulations, and legal requirements.  Must have exceptional knowledge of waste transportation techniques, policies, regulations, and legal requirements.  Must be able to anticipate, identify, and resolve a wide variety of complex assignments.  Must be able to anticipate, identify, and resolve a wide variety of complex assignments.  Must possess highly developed organizations skills and be able to manage projects and special assignments to deliver results on time and within budget.

Must be self-directed to establish priorities, work schedules, control cost and meet deadlines.  Must be able to interpret and follow a wide variety of guidelines, policies, laws, and established practices to accomplish complex tasks.  Must be able to establish project goals, policies and performance standards; planning, staff, and managing the work; monitoring performance and implementing corrective actions.  Must be able to manage employees’ salary planning, training, job scope, personnel issues, and day-to-day direction.  Must be able to direct the work of others, develop and implement special projects and resources, write procedures and guidelines and mentor others.  Must be able to develop and execute short- and long-term plans.

Must be able to trend, analyze, and anticipate a wide variety of issues and provide documented solutions to difficult problems.  Must have the ability to interpret and apply policies, guidelines, laws, and instructions from multiple sources in a comprehensive approach.  Must be able to make presentations to employees, management, and government officials, local, state and national stakeholders.  Must be able to produce, edit, and present technically accurate documents, reports and forms.

Must be able to create broad and intensive practices to establish concepts, theories, or programs, or to resolve complex problems.  Must possess mastery knowledge of industry specific software.

Must be able to interface with individuals or groups from inside and outside the organization, senior management, as well as high-ranking officials from outside the organization (i.e., DOE, DOT, etc.).  Must be able to justify, defend, negotiate, or settle contract matters involving significant or controversial issues in accordance to contract practices

Major Responsibilities, Duties, and Tasks

1.     Maintain a safe and healthful work environment by following established safe work practices and procedures; investigating and reporting identified safety concerns or situations.

2.     Implement standards contained in the Company “Code of Ethics & Business Conduct,” Company EEO practices, and DOE directives.

3.     Direct staff assigned directly to Waste Processing, Packaging, and Transportation and Waste Generator Services and provides functional support (e.g., all personnel actions and oversight).

4.     Provide or maintain appropriate training, training records, performance goals, performance appraisals, salary actions, and hiring to support field project activities.

5.     Ensure the implementation of the Waste Management Program requirements across CHBWV.  Interact, as required or directed, with DOE, DOT, EPA, Ecology, and the public.

6.     Provide technical guidance and oversight in developing and maintaining Waste Management procedures in support of CHBWV project activities.

7.     Provide technical guidance and oversight to CHBWV project activities; develop and maintain processes/procedures for characterization, sampling, processing and preparation activities for waste transportation and to ensure appropriate compliance.

8.     Obtain requested information to perform compliant transportation activities in accordance with regulatory requirements.

9.     Review and authorize waste documents prior to their transmittal to DOE and the appropriate regulatory agencies as appropriate.  Ensure waste characterization meets the waste disposal/site waste acceptance criteria. Ensure Waste characterization meets the onsite storage acceptance criteria.

10.  Comply with all environmental laws and regulations, as well as DOE order, governing the characterization, management treatment, storage and disposal of WVDP wastes by providing guidance to waste generators and waste management services personnel.

11.  Coordinate WVDP waste generator transition to the new computer-based system of waste stream/container characterization and control.

12.  Implement the site policy to properly characterize, ship, and dispose of waste by providing customer support to WVDP waste generators.

13.  Provide direction and recommendations to DOE and CHBWV groups regarding waste characterization issues and impacts for waste management by anticipating concerns, interpreting technical issues, developing and communicating action plans.

14.  Regular attendance is required.
