Navarro Research and Engineering is recruiting a Project Engineering Manager in West Valley, NY.

The Project Engineering Manager will coordinate, implement, and oversee performance of engineering activities for the site’s projects. This position ensures the engineering resources supporting the projects are deployed based on the needs of the project and the skills set of engineers by adherence to the site’s engineering procedures and deliverables which fully support project schedules.
Requirements
A. Education/Experience:
- BA/BS in Engineering, Construction Management, Project Management, Facility Management, or applicable related field or an equivalent combination of education and related experience
- Minimum of ten (10) years of related experience with progressing responsibility
- Minimum of three (3) years of management experience
- Four (4) years of experience in a Department of Energy (DOE) or nuclear environment preferred

Major Responsibilities/Scope of Work
1. Maintain a safe and healthful work environment by following established safe work practices and procedures; including following all safety rules, use of proper personal protective equipment (PPE), investigating and reporting identified safety concerns or situations.
2. Implement and adhere to standards contained in the Company “Code of Conduct,” Company EEO practices, and DOE directives.
3. Perform project coordination activities to ensure Earned Value Management Systems (EVMS) portions of the program run efficiently.
4. Implement capital asset requirements (413.3B) and associated EVMS guidelines requirements.
5. Converse with DOE, EFCOG, other sites in the complex, and other EVMS compliance organizations to maintain a good program and project management process at CHBWV.
6. Interface with local and headquarter DOE personnel on EVMS and capital asset project issues.
7. Implement the General Manager’s goals and objectives of EVMS.
8. Work with planning and integration on annual and lifecycle budgets and development of manpower requirements with appropriate labor rates and overhead allocations for DOE cost systems.
9. Make presentations to employees, management, and project stakeholders.
10. Produce, edit, and present technically accurate documents, reports, and forms.
11. Establish internal controls to ensure control and integrity of project data.
12. Establish and maintain excellent relationships with DOE by understanding the customer’s needs, communicating in an effective and timely manner, and proactively resolving issues and responding to customer requests.
13. Assure timely and appropriate support for project activities and operational needs by prioritizing needs and assignment of engineering resources based on those needs.
14. Support work scopes designated as projects by implementing and adhering to principles of project engineering and project management, as defined in corporate and commercial standards.
15. Support program teams in development and preparation of program baselines and financial forecasts, estimate at complete (EAC) development and reviews, prepare financial package, EVM reporting and compliance support, audit support, baseline development and internal integrated baseline reviews, financial and investigative analysis, and real-time information and analysis to PMs.
16. Instill strong project management planning and implementation mentality by conducting all activities with the utmost attention to personnel, environmental safety, fiduciary responsibility, and contract delivery.
17. Maintain professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional societies
Essential Functions
1. Coordinate resources and capabilities with other departments, stakeholders, and external partners to ensure project alignment for various projects.
2. Anticipate, identify, and resolve a wide variety of complex issues.
3. Convey confidence, patience, and tact to communicate sensitive issues effectively, succinctly, and diplomatically to senior management, support staff, DOE counterparts, and the public.
4. Proactively identify potential problems or opportunities, analyze issues using all appropriate resources, develop alternatives, and arrive at the most optimum approach to mitigate problems or exploit opportunities.
5. Apply skillful team building and partnering techniques to gain support within assigned functional areas.
6. Balance focus and resources for project size and work scope to improve overall quality of performance on all assigned functions.
7. Establish project goals, policies, and performance standards and manage workload distribution and execution of work.
8. Establish priorities, project goals, work schedules, control costs, and policies and procedures to meet deadlines.
9. Interpret, follow, and apply a wide variety of guidelines, policies, laws, and established practices to accomplish complex tasks in a comprehensive approach.
10. Plan, develop, and implement strategic short-and long-term programs essential to the mission.
11. Resolve budget constraints with management, apply knowledge of corporate financial plan while recognizing corporate requirements, government contract limitations, and project planning estimates.
12. Develop, document, and clearly present project support concepts and detailed plans in a manner which gains acceptance from internal and external customers.
