LaBella Associates works with clients to provide project management and engineering services related to the execution of large-scale hydropower and dam safety projects. We are integrated into the client’s project team and work directly with them throughout the duration of their projects. We develop scope requirements during the initiation phase, establish technical solutions during the planning phase, and oversee bidding, construction and installation during the execution phase. We also ensure compliance of the deliverables during the monitoring & controlling phase, and formally complete the project when it is commissioned and in service.
LaBella is seeking candidates who are energetic, highly motivated, and self-driven to join our team as a Lead Project Manager to facilitate these projects in the hydropower and dam safety industry!

Duties
- Lead projects from scope definition through execution, identifying scopes, schedules, budget estimations, implementation plans, and risk mitigation.
- Establish and maintain relationships with relevant client stakeholders, leading regular project status meetings to report on the progress of work.
- Participate in the client’s Quality and PMO processes (based on PMI standards).
- Prepare project Quality and PMO plans (including but not limited to Project Charter and Project Management Plans).
- Coordinate internal and external resources to ensure that projects adhere to scope, schedule and budget.
- Provide updated budget and schedule data to monitor progress of work against established baselines monthly (at a minimum)
- Assist during the bidding and procurement phases by developing Request for Proposals (RFPs) and bid packages for conceptual studies, regulatory support, design, construction, and any other necessary service.
- Provide support evaluating technical bids to complete procurement documentation and processes.
- Facilitate design reviews with clients, owners, and their outside vendors.
- Understand regulatory requirements and interact with local, state, and federal jurisdictions to facilitate.
- Understand public relations issues and interact with the resource agencies and other stakeholders.
- Facilitate and plan construction phase oversight and reporting activities.
- Facilitate and complete project closeout and document control activities.
Requirements
- Bachelor’s degree from an ABET accredited Engineering program (Civil, Environmental, Mechanical, Electrical, or related)
- 5-10 Years of qualifying experience related to Project Management
- Demonstrated and documented success at managing projects
- Technical writing skills related to field investigation/inspection reporting, document development, and email.
- Experience in large construction contract administration, scheduling, and financial forecasting
- Strong leadership, organizational, and communications skills
- Ability to work independently and as a team leader including the ability to handle conflicting priorities in a multitask environment.
- Project Management Professional (PMP) Certification from PMI or the ability to obtain within 6-12 months of hire.
- Proficient in Microsoft Project, Excel, PowerPoint, and Word.
- Capable of reading and interpreting OSHA safety guidelines, clearly understanding the importance of safety on a jobsite, and ability to identify when potential unsafe conditions exist to stop work when needed.
- Agreement/ability to work three days per week in the client office in Rochester, NY.
- Ability to travel 300 miles outside of Rochester approximately 6 times per year for 2-3 days at a time.
- A New York State PE license is favorable, but not required.
- Comfortable working in and around industrial facilities; entry inside of confined spaces, loud continuous noise, exposure to inclement weather, etc.
Salary Range: $80,000 - $105,000 per year
The specific salary offered may be influenced by a variety of factors including but not limited to the candidate's relevant experience, education, and work location.
