Full Job Description
The Program Manager role requires the utilization of skills and experience to support a U.S. government client's mission(s) and program(s) linked to national security policy. As part of this position, you will apply exceptional program/project management expertise, encompassing project planning, resource management, project monitoring and controls, client reporting, and integrated change control.
Your responsibilities will include:
- Executing project management activities, such as project plan development, resource management, project monitoring and control, and integrated change control.
- Managing processes to ensure the project stays within budget constraints, using cost estimation, budget determination, budget tracking, and cost control. You will address any budget concerns with management and customers.
- Managing changes in project scope, schedule, and budget through the appropriate change control system. You will ensure that change requests are complete and meet the required process standards.
- Serving as the project interface, representing the project to internal organizations, as well as external customers and suppliers.
- Overseeing the work of project controls, general business, and other project team members.
- Collaborating with technical leads and Project Controllers to review and accept variance reporting and develop corrective actions.
- Utilizing requirements analysis to ensure that all necessary work is identified and managed effectively.
- Developing or leading the development of project plans, Work Breakdown Structures (WBS), schedules, and milestones, tailored to the project's scale.
- Partnering with technical leads to define the project schedule, including task definition, sequencing, duration estimation, and resource loading for schedule development. You will also implement controls to ensure the project stays on schedule.
- Understanding the technical tasks sufficiently to identify schedule risks, time requirements, and task dependencies.
- Ensuring that quality tasks are well-planned and executed.
- Executing the project controls plan, including organization planning, resource acquisition, and team development. You will ensure the effective use of project controls and other non-technical disciplines.
- Providing oversight for procurement activities to ensure that the project obtains goods and services of the required quality.
- Serving as the point of contact for all internal and external reviews, assessments, and audits.
- Ensuring the timely generation, collection, dissemination, storage, and disposition of project information.
- Preparing timely and accurate reports that highlight key technical and programmatic issues, and summarize information for presentation to project stakeholders.
- Integrating risks and opportunities with the project schedule and budget.
Requirements
Minimum Qualifications
- Strong Program Management/Project Management Experience
- Client Relationship Experience
- Excellent Communication Skills
- Demonstrated Positions Requiring Utmost Professionalism
- Ability to obtain and hold a DOE Q Clearance
Education & Certifications Required
- Bachelor's degree in Relevant Field
Desired Qualifications
- Experience/Knowledge of Department of State mission areas
- Experience/Knowledge of Department of Energy and National Laboratory accounting and financial practices.
- Master of Business Administration degree
- Project/Program Management Certification
- Existing DOE Q clearance
Working Conditions
- Generally, 8-hour days M-F.
- Some remote work available but requires two days per week in office at government client site.
- Flex time available within the business month.
- Some limited travel required to visit with clients, program reviews, etc.
