**THIS POSITION IS CONTINGENT UPON CONTRACT AWARD**

Job Description: Analyze data from various government accounting systems and Program Contractor inputs to support training; data collection; documentation; reconciliation of current, prior and cancelling year budgets; and budget execution. Commitment/Obligation/Expenditure.

Reconciliation includes both U.S. government and Foreign Military Sales (FMS) funding and other foreign government funding. Assist the government with all financial reviews to ensure Unliquidated Obligations (ULOs) are recorded and support all HHQ expiring funds taskers; in the proper stage of accounting; valid and correct; not dormant; and documentation exists to support the recording of the ULOs and Commitments IAW DoDFMR, 7000.14-R, and DFAS-DE 7220.4-I. Recommend remedial actions as necessary to resolve discrepancies. This includes reconciling and validating ULOs, 90-day MORDs (Miscellaneous Obligation/Reimbursement Documents), Open Document List, Tri- Annual Review, Analysis of Expiring and Cancelling Year Funds, Year-End Contingent Liability and MIPR/MORD Validation. Priority will be given to those contracts/funding instruments containing funding which will cancel for liquidation purposes during the current fiscal year. Prioritize research and potential corrective actions based upon expiring appropriations with the largest ULOs. NULO, if assigned, will take precedence over ULOs. Collect all supporting documentation necessary to allow the government to perform remedial action and monitor adequacy of resolution. The contractor shall record the results of their activities.

 Responsibilities:

  • Recommend corrections to various organizations needed to update the information contained in databases used to monitor funds.
  • Assist the government through utilization of standardized and specialized software applications such as M/S Office, GAFS, MOCAS, SMART, IDECS II, ADVANA, and FM-Suite.
  • Record the results of their activities.
  • Establish, maintain, and update a document-by-document C/O/E baseline for each contract.
  • Record the baseline and any updates available to the government in electronic format acceptable to the government in CCaRs.
  • Document updates in CCaR and any other Procurement Integrated Enterprise Environment (PIEE) applications if necessary.
  • Compare government program office C/O/E records with government accounting records to identify and record discrepancies found.

  • Identify the cause of the discrepancies and recommend corrective action. Upon request of the government, the contractor shall conduct a more detailed analysis beyond discrepancy identification, which includes but is not limited to (1) reviewing DFAS internal data and reports, (2) reviewing payment of record, (3) conducting discussions with ACO and personnel from other funding sources, (4) analyzing the program office copy of the contract and funding documents, (5) analyzing Program Contractor invoices, (6) communicating with the paying and/or accountable station(s) to review internal documentation, (7) review all LOA’s on the Open Document Listings (ODL) and process all required documentation to ensure DEAMS compatible and (8) reviewing and analyzing the basic contract and all modifications thereto.

Requirements

  • 5 years, of which two years shall include duties/assignments specifically in support of space programs.
  • Bachelor’s degree relevant to their area of expertise limited to the following: Management, Business, Economics, Finance, Accounting, Mathematics, Science, Technology, Engineering, or Statistics.
  • Active Top-Secret clearance required.
