Job Overview:
We are seeking a highly skilled Compliance Officer for our FUTU Clearing team, responsible for overseeing and enforcing regulatory compliance. The role also involves broader oversight of the correspondent clearing compliance, prime brokerage-specific compliance, including margin requirements, client onboarding, AML/KYC, and risk management controls.
The ideal candidate will have extensive knowledge of correspondent clearing, equity finance, prime brokerage, and demonstrate the ability to ensure the firm adheres to all regulatory frameworks while managing potential compliance risks in a high-paced trading environment.
Key Responsibilities:
- Equity Finance Compliance Oversight:
- Ensure compliance with FINRA, SEC, and other regulatory requirements related to prime brokerage operations, securities lending, short selling, rehypothecation, client margin and capital adequacy rules.
- Oversee the institutional client onboarding process to ensure adherence to AML/KYC (Anti-Money Laundering/Know Your Customer) regulations.
- Advise hedge fund clients as to the applicability of securities laws to their businesses.
- Identify industry wide developments which expose the firm to legal, regulatory or reputational risks and lead firm wide initiatives to identify and improve the regulatory environment in which equities finance operates.
- Clearing Operation Compliance:
- Review and approve trading strategies, ensuring that they comply with internal policies and regulatory frameworks.
- Work closely with the trading desk, risk, and operations teams to ensure that trading activities comply with prime brokerage-specific rules such as locate requirements for short selling and other applicable regulations.
- Oversee the clearing platform for global prime brokerage, incuding Regulation SHO compliance and compliance coverage across the enterprise; which include the compliance coverage for Securities Lending, Operation, Technology, and other Clearing divisions
- Risk Management and Reporting:
- Oversee risk management practices within the prime brokerage division, ensuring regulatory limits on leverage, margin requirements, and counterparty exposure are maintained.
- Ensure that all client reporting (e.g., client asset segregation, capital usage) aligns with Regulation T, Regulation SHO, and other pertinent regulations.
- Regulatory Engagement & Audits:
- Serve as the point of contact for regulatory inquiries and audits related to prime brokerage activities, ensuring timely and accurate responses.
- Prepare for and participate in regulatory audits, reviews, and examinations, working closely with internal teams to provide documentation and reports as needed.
- Policy Development & Training:
- Develop, update, and maintain compliance policies, including those related to margin, securities lending, trade surveillance, prime brokerage,and regulatory reporting.
- Provide training to employees on regulatory requirements, internal policies, and compliance best practices specific to prime brokerage.
Requirements
- Bachelor’s degree in finance, law, or related field; advanced degrees
- Licensed in FINRA Series 7,24 & 63;
- 7+ years of experience in a compliance role within a prime brokerage, clearing or trading environment.
- Strong knowledge of prime brokerage or clearing operations, including margin rules, client onboarding, securities lending, and risk management.
- Familiarity with FINRA rules, SEC regulations, and other global regulatory frameworks related to prime brokerage and trading activities.
- Excellent analytical skills and attention to detail with the ability to manage multiple tasks in a fast-paced environment.
