Job Summary:
Under the direction of the Director of Human Resources, the Senior Manager of Human Resources is responsible for carrying out the tone and scope of the work set by the Director of Human Resources, by providing guidance, counseling, and sound direction through interpretation of policies and procedures to the Human Resources team for the day-to-day operations of the department including but not limited to employee relations, benefits and compensation management, professional development and performance reviews, and recruitment and retention practices. The Senior Manager of Human Resources ensures compliance with employment laws and regulations, supports supervisors with employee relations, policy interpretation, and disciplinary issues, and conducts workplace investigations with the Human Resources Director. The Senior Manager participates in developing department goals, objectives and systems.
Scope of Supervision: Human Resources Specialists (3) covering all Human Resources content areas.
Essential Functions (Not All Inclusive):
Duties and Responsibilities:
- Supervise the Human Resources Specialists
- Ensure compliance with employment laws and regulations, agency policies and procedures, and union agreements.
- Ensure daily human resources operations are completed accurately and in a timely manner with excellent customer service to employees.
- Areas of supervision include but are not limited to: recruitment and retention, training and development, benefits and compensation.
- Provide consistent and effective consultation and coaching to Community Action Managers, Supervisors and staff to result in a positive, supportive environment where employees can succeed in a changing environment
- Respond to employment, hiring, compensation, employee and labor relations, employee development questions and concerns. Facilitate and coach individuals in a direction consistent with the policies, procedures, vision, mission and goals of the organization, division or department.
- Receive formal and informal complaints from employees. Alongside the Director of Human Resources, determine how the complaint should be addressed including investigation and determination of any violation of laws, policies, or procedures. Advise supervisors on appropriate disciplinary action including warnings, suspensions and terminations when needed.
- Assist supervisors with responding to union grievances including following the process and timelines for meetings, responses, and notifications.
- Oversee and administer the agency’s compensation system. Ensure that the compensation program is consistently administered, and in compliance with agency policies and applicable regulations.
- Represent the agency during unemployment claim appeals.
- Participate in HR department projects, teams, assigned areas of expertise and provide back-up of HR staff.
- Facilitate the interface between HR initiatives and implementation within the organization including employee appreciation efforts. Performs other related duties as requested or needed. Attend Agency meetings and training sessions as requested.

Requirements
Education & Experience:
- Bachelor’s Degree in Human Resources or related field with six (6) years of experience in the field or an equivalent combination (10 years combined total) of education and sufficient experience to successfully perform the essential duties of the job.
- Three (3) years supervisory experience is required.
- Human Resources Professional Certification strongly preferred including SHRM-CP, SHRM-SCP, PHR, SPHR, or other related certification.
- Experience in labor relations in a union environment is strongly preferred.
- Experience working in a non profit organization is preferred.
Abilities and Skills: In order to be successful in this position, the person will at minimum need to possess the following abilities and skills:
- Must be highly proficient in Microsoft Office Suite (Word, Excel).
- Must have the ability to utilize Gmail, Google Drive and Google Docs.
- Must have strong Human Resources Systems/database management skills and the ability to master the basics of report generation and data analysis. UKG experience is beneficial.
- Must be highly organized and be able to meet deadlines, multi-task and work under pressure.
- Must have excellent oral, math, grammar and written communication skills and maintain confidentiality.
- Must be able to communicate effectively with individuals and/or groups of varied socio-economic and multi-ethnic backgrounds.
- Must be able to identify and research problems and recommend solutions.
- Must be able to work independently and as a team player.
Core Technology Competency: Level 3 - Intermediate 2
Driver’s License: Because of the multiple locations across two counties, a valid driver’s license and reliable transportation on a daily basis is required.
Work Knowledge: Knowledge of EEO/AA laws, regulations, and guidelines; personnel policies and practices; labor relations; and personnel management.
Physical Requirements: Normal office physical exertion required.
Mental Requirements: This position requires an awareness of deadlines, the ability to handle and prioritize multiple tasks, and the ability to function independently.
Environmental Requirements: Normal office environment. May be eligible to work a hybrid schedule with 80% of the time in the office with supervisor approval.

Starting Salary Range: $71,121 - 92,726 Annually
Schedule: M-F, 40 Hours/Week, Overtime Exempt
