Job Summary: Under the direction of the Executive Director, the Senior Director of Operations and Administration provides leadership and strategic vision, and oversees operational, managerial, and administrative procedures, reporting structures, and operation controls of the Finance, Human Resources, Administration, and Information Technology departments at Community Action.
Scope of Supervision: Finance Director, Human Resources Director, Information Technology Director, Sr. Manager of Administration
Essential Functions (Not All Inclusive):
Duties and Responsibilities:
- Finance
- Oversee and support the Finance Director with the overall financial management of the organization, interpreting and implementing accounting policies, procedures and internal controls, and maintaining compliance with all relevant financial policies and regulations. This position is responsible for supporting the Executive Director with developing and administering and monitoring Agency financial goals.
- Plans and coordinates Agency wide budgeting process which includes, but is not limited to the preparation of the annual operating budget
- Oversee all financial regulatory reporting, including annual audits, IRS, and financial funding source reports.
- Responsible for the Agency’s financial internal controls.
- Human Resources
- Oversee and support the Human Resources Director with leadership and oversight of the Human Resources Department including compensation and benefit plans; recruitment, selection, and placement process; Human Resource data management systems; performance management; staff development; employee orientation programs; and employee recognition activities
- Act as Compliance Officer for formal EEO or other compliance investigations and legal matters
- Consult with legal counsel, as appropriate, on matters related to employment and labor law.
- Oversee the equal employment opportunity/affirmative action/ADA coordination. Provide oversight of the development of the Agency’s Diversity, Equity, and Inclusion Plan, Affirmative Action Plan, and Americans with Disabilities Act (ADA) Plan.
- Serve as a leader for union contract negotiations
- Information Technology
- Oversee and support the Information Technology Director with administration of all internal agency network and server infrastructure (physical and virtual), deployment and administration of Windows Server and Active Directory infrastructure and integration, Google Apps administration and integration, and top-tier escalation of all agency-internal technology support issues.
- Translate ideas into actionable, sustainable projects that ensure agency infrastructure, program, and reporting needs are met and that help the organization stay relevant and grow.
- Strategically integrate information technologies into the agency to improve effectiveness.
- Planning and Administration
- Support the Planning and Administration department with executing the agency’s overarching goals as laid out by the strategic plan
- Support the implementation of agency-wide initiatives and projects, strategic planning, marketing and communications, and board and staff engagement.
- Support the engagement of the Board of Directors, as well as other important stakeholders, with regular communications and events.
- Support the monitoring and coordination project outcome to include project support items, budget impacts, and measurable results. Continuously improve processes to promote a positive impact on project outcomes.
- Other Leadership
- Provide vision and leadership in the development of organizational strategies for organization design, effectiveness, and change management
- Attend and participate in Senior Staff meetings; attend Board meetings and other committee meetings as needed.
- Work with other Directors on Agency-wide strategic planning and other issues affecting the entire organization.
- Prepare special reports and documents as needed and/or as directed.
- Other duties as assigned.
Safety: Responsible for conducting all duties in a safe manner.

Requirements
Education & Experience:
- Bachelor’s degree in Finance, Nonprofit Management, Human Resources, Organizational Leadership or related field, Master’s Degree preferred
- 10+ years of related experience or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
- 7+ years of management experience in a leadership role with finance, human resources, or operations.
- 3+ years of non-profit or federal grant experience in a senior-level finance or accounting position.
- CPA licensure is a plus.
Abilities and Skills: In order to be successful in this position, the person will at minimum need to possess the following abilities and skills:

- Excellent oral and written communication, supervisory, organizational, leadership, analytical, and management skills; strong training skills; ability to identify and research problems and develop, recommend, implement, and monitor solutions; must be able to meet deadlines, work under pressure, and be tactful and diplomatic; must be able to demonstrate cultural competence in working with individuals and/or groups. a culturally diverse audience; must be able to work occasional evening and weekend hours and travel locally as needed. Must possess the ability to maintain confidentiality; must be able to work both independently and as a team player.
- Ability to work with and relate to a diverse population of employees, clients, board members, and others involved in agency business.
Core Technology Competency: Level 2 - Intermediate 1
Driver’s License: A valid driver’s license and reliable transportation on a daily basis is required.
Work Knowledge:
- Knowledge of leadership principles, financial administration principles, practices, and procedures, budgeting principles, generally accepted accounting principles, Governmental Accounting Standards Board (GASB) principles, internal financial control practices, automated financial systems, report preparation techniques, and audit process.
- Knowledge of EEO/AA laws, regulations, and guidelines; personnel policies and practices; labor relations; personnel management; wage and compensation administration; contract administration.
- Applicable local, state, and federal laws, rules, and regulations
Physical Requirements: Normal office physical exertion required.
Mental Requirements: This position requires an awareness of deadlines, the ability to handle and prioritize multiple tasks and significant deadline pressure, and the ability to function independently.
Environmental Requirements: Normal office environment. Remote work eligible 20% upon supervisor approval.

Starting Salary Range: $92,809 - 127,998 Annually
Schedule: M-F, 40 Hours/Week, Overtime Exempt
