Job Description: The mission of the Security Cooperation Program Office (SCPO), Naval Air Systems Command (NAVAIR) Sustainment Group, and International Sustainment Department (ISD) V45 is to provide Life Cycle Logistics (LCL) support services for 2 Integrated Product Support (IPS) elements to new and existing Foreign Military Sales (FMS) customers.

The Project Officer will support multiple Naval Air Systems Command (NAVAIR) International Program Managers and Assistant Program Managers for Logistics (APML). This position serves as the primary interface on project related requirements and technical risks. Manages and is responsible for the successful completion of all tasks in assigned projects.

 Responsibilities:

  • Reviews and prepares project and technical analyses, reports, change proposals, and other technical documentation.  
  • Applies project experience to perform functions such as system integration, configuration management, quality assurance testing, or acquisition and resource management.  
  • Analyzes, designs, develops, implements, tests, and evaluates automated data processing software related to engineering and functional requirements of military weapons systems, associated support systems, and management information systems.
  • Interfaces with system and program contractors, vendors, and Government representatives regarding the technical aspects of the programs/projects.
  • Recruits and trains personnel. Supervises at least 15 employees.
  • Analyzes, coordinates, provides recommendations, and implements international program logistics requirements for integrated product support (IPS) elements during an international program’s life cycle, including business development, case development, case implementation, and case closure.
  • Documents both business and technical processes across the program as needed. Plans, designs, and implements improvements using tools like Excel or SharePoint to improve data integrity and efficiency to support better decision-making.  
  • Other duties as assigned.

Requirements

  • Master’s degree from an accredited college or university and greater than ten (10) years of work experience in a field related to FMS, logistics, program management, or technical or business analysis discipline related to acquisition, life cycle management, analysis or planning is required.
  • Additional experience can be substituted for a master’s or bachelor’s degree.  
  • Active Secret or Interim Secret clearance required.
  • Position is contingent upon funding.

The likely salary range for this position is $126,000 - $142,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
