RMC is hiring a Senior Project Manager (part-time) to support our customer at Naval Surface Warfare Center (NSWC) Indian Head in Indian Head, MD.  This position will directly support senior military and government personnel with a wide variety of management, budgeting, and financial analysis services. The selected applicant will be expected to keep multiple tasks on schedule, develop work quickly and accurately, and transform complex subject matter into simple terms. Responsibilities include:

  • Provide consultation, guidance, and oversight of multiple projects encompassed in the portfolio of a Division within the Command (supporting projects such as data analytics, metrics, performance initiatives, and process reengineering)
  • Work closely with the Division head in establishing and managing data projects, including planning, execution, and monitoring
  • Work closely with government clients and team members to ensure schedules and objectives are met and exceeded
  • Develop presentations and reports for senior management and stakeholders
  • Help coordinate meetings with stakeholders, and document results of technical discussions for distribution
  • Compile, review, and edit technical and administrative documentation
  • Define project scopes, create project plans, and manage project kick-offs
  • Ensure that project deliverables are completed on time and within scope
  • Gather and understand requirements from clients to develop creative and effective technical solutions in alignment with the goals and objectives of the division and command
  • Manage projects to ensure project milestones are reached within the given timeline and budget allocated
  • Assist with defining and developing a measured approach to project management across the Division, to more effectively manage risk as relates to Measures of Performance (MoP) and Measures of Effectiveness (MoE)
  • Ensure accurate project allocations, forecasting, and completion of other administrative tasks across the team
  • Foster a collaborative work environment for the teams, providing consultation and guidance, assignments, and overall performance measures
  • Establish governance frameworks, ensuring compliance and sustainability across all engagements
  • Work closely with various departments/divisions/branches to understand their data analytics needs and document for the data analytics team to support decision-making
  • Act as a liaison between the Data Analytics team and other business units, facilitating effective communication and collaboration
  • Track data analytic project progress, identify potential risks, and provide regular updates to the data strategy manager, senior management, and stakeholders
  • Support the development of command data policy directives, guidebooks, program/project briefing materials, and correspondence
  • Contribute to the development of a data-driven culture within the organization
  • Provide facilitation support for problem-solving and process improvement initiatives, under the CPI/”Get Real, Get Better” campaign as needed

Candidates must be able to demonstrate the following: 

  • Experience with Microsoft Project, Visio, and Office 365 suite; advanced level of MS Project expertise required
  • Experience briefing senior leaders and senior government officials
  • Exceptional leadership and motivational skills
  • Teamwork-oriented, with a strong emphasis on customer satisfaction
  • Strategic thinking, effective problem-solving, and commitment to ensuring client success
  • Results-oriented with time management skills and highly organized
  • Experience working with clients at all organizational levels with professionalism and strong business acumen
  • Ability to analyze and prepare documentation and possess the ability to identify and resolve complex problems  
  • Experience with automated systems, to include database maintenance and ad hoc reporting

Requirements

  • Bachelor’s Degree or higher from an accredited University in a business or engineering related field and fifteen plus (15+) years of progressive experience in managing and executing the planning, provisioning, and delivery of projects.
  • Proficient in creating and editing project documents, materials, and presentations, including schedule management.
  • Excellent written and oral communication skills when interacting with all levels of the command and demonstrated ability to collaborate with cross-functional teams.
  • An active DoD Secret clearance is required to start. The selected applicant may be subject to a security investigation and must meet eligibility requirements for access to classified information.

Salary at RMC is determined by various factors, including but not limited to location, a candidate's specific combination of education, knowledge, skills, competencies, and experience, as well as contract-specific requirements. The current salary range for this position will be $60.10 to $95.20 hourly.
