Full Job Description

Seeking a Policy and Strategy Analyst to support an Intelligence Community (IC) program in Bethesda, MD. Successful candidates in this position will collaborate with a diverse group of individuals across the Intelligence Community, Department of Defense, and Private Sector and will directly contribute to development and implementation of policy and strategy. An Active TS/SCI with polygraph security clearance is required to be considered for this position.

Primary Responsibilities:

  • Keep abreast of IC and DoD data and related strategies, business goals, objectives, and performance targets, and make recommendations to keep the Sponsor’s strategy aligned accordingly
  • Craft the next IC Data Strategy and develop implementation plans and key performance indicators
  • Engage with stakeholders
  • Assist government client with programmatic goals and objectives, schedules, and reports to high-level government officials
  • Communicate technical topics to non-technical senior audiences
  • Portfolio Management - Monitor and analyze portfolio data and present findings and recommendations to aid Sponsor decision-making, to include proposed strategies and/or roadmaps; identified risks, gaps, and dependencies; alignment with the strategic framework and priorities; and funding and related program issues
  • Performance Management – ensure the strategy is effectively and efficiently pursued, using best practices and benchmarking in business and mission analytics
  • Review and evaluate existing IC policy, identify gaps

Requirements

Basic Qualifications:

  • TS/SCI with CI Polygraph required
  • JOURNEYMAN Level - Typically requires a BA degree and 4 – 8 years of prior relevant experience or Masters with 2 – 6 years of prior relevant experience. SENIOR Level - Typically requires a BA degree and 8 – 12 years of prior relevant experience or Masters with 6 – 10 years of prior relevant experience. SME Level - Typically requires a BA degree and 12 – 15 years of prior relevant experience or Masters with 10 – 13 years of prior relevant experience.
  • Draft products that reflect strong writing and grammatical skills
  • Detail oriented; able to consistently deliver high quality products in a timely fashion
  • Experience writing policy
  • Working knowledge of data and AI topics
  • Skill in developing collaborative information and knowledge sharing networks and builds alliances with colleagues and counterparts within area of expertise
  • Work with seniors in a diverse, fast-paced, multi-task environment and manage competing priorities
  • Demonstrate strong communication, analytical, and organizational skills
