Welcome to the Town of Snow Hill!
As the Planning and Zoning Official, you will shape the future development of our community. Responsibilities include managing zoning regulations, reviewing development plans, conducting inspections, and providing guidance to developers and residents.
Reporting to the Town Manager, you will oversee the Codes Division to maintain and improve the town, in line with Comprehensive and Strategic Plans and SH Historic District Guidelines. You will also manage plan review, inspection activities, and ensure compliance with building safety regulations.
Collaborating with the Mayor, Council, and Downtown Snow Hill, Inc., you will implement the vision for Snow Hill and ensure all construction activities adhere to applicable laws and regulations.
RESPONSIBILITIES
- Manage and enforce zoning regulations and ordinances.
- Review and approve development plans and permit applications.
- Conduct site inspections to ensure compliance with zoning regulations.
- Provide guidance and assistance to developers, contractors, and residents in the review and approval process.
- Prepare and present reports and recommendations to the Planning Commission and Board of Zoning Appeals.
- Assist in the development and implementation of long-range planning initiatives.
- Maintain accurate records and documentation related to planning and zoning activities.
- Oversees and implements code compliance for the Town of Snow Hill.
- Familiar with the development of Snow Hill and property ownership.
- Facilitates complaint and problem resolution.
- Facilitates the resolution of issues regarding development projects.
- Promotes the conservation of natural resources.
- Reviews architectural and engineering plans, permit applications, and related documents to ensure compliance.
- Maintains awareness of State-mandated changes.
- Identifies and documents code violations or non-compliance issues.
- Serves as primary point of contact for building projects.
- Provides guidance on building codes, regulations, and construction practices.
- Presents drawings to the Planning and Zoning Commission for review and approval.
- Develops and monitors Review Schedules.
- Attends meetings and makes presentations to the Mayor and Town Council.
- Performs personnel functions including hiring, training, coaching, supervising, and evaluations.
- Performs related work as required.
QUALIFICATIONS
- Bachelor’s degree from an accredited college or university in a field related to Construction Management, Town Planning
- 3-5 years of related work experience
- Any equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities.
- ICC Certified Residential (IRC) Building Inspector and ICC Certified Commercial (IBC) Building Inspector
- Thorough knowledge of the Town’s Code and Ordinances, as well as penalties for non-compliance.
- Knowledge of Engineering Design and Principles
- Knowledge of Building, Fire, Mechanical, Plumbing, Electrical, Land use, Dangerous Building, City, State, Federal Codes
Requirements
- Bachelor's degree in Urban Planning, Construction Management, Architecture, or related field
- Equivalent combination of training, education, and experience
- At least 2 years of experience in planning and zoning
- Strong knowledge of zoning regulations, land use planning, and development processes
- Proficiency in GIS and other planning software
- ICC Certified Residential (IRC) Building Inspector and ICC Certified Commercial (IBC) Building Inspector
- Understanding of Town’s Code and Ordinances
- Knowledge of Engineering Design and Principles
- Knowledge of Building, Fire, Mechanical, Plumbing, Electrical, Land use, Dangerous Building, City, State, Federal Codes
- Valid driver's license
- Candidate must pass a background check, drug and alcohol tests, and any subsequent requests for these tests.
- Subject to emergency call-back

- Build sustainable relationships of trust through open and interactive communication with Town Staff, Mayor and Council, residents and guests, State and Federal Agencies, utility providers, contractors, consulting engineers, property and business owners, and developers
- Communicate effectively both orally and in writing with various levels of state, local and federal officials, as well as the general public, and citizens of Snow Hill.
- Town Planning
- Excellent computer skills, able to use Town Software to upload data and generate reports
- Excellent communication and interpersonal skills
- Ability to analyze complex planning and zoning issues and provide effective solutions

- Become an ICC Certified Commercial (IBC) Building Inspector within 24 Months of Hire.

- As a full-time employee of the Town, you are eligible and required to contribute to Maryland State Retirement.
- As a full-time employee of the Town, you are eligible to participate in the Town’s employee health benefits program.
- Health benefits eligibility date is the first day of the month.
- In the first year of employment, you are also eligible to accrue 3.33 hours per month of vacation leave. Personal leave is accrued annually at a rate of 12 hours per quarter. Sick leave is accrued at 8 hours per month.
- You are eligible for 15 paid holidays per year. This is subject to the Town’s regular full-time benefits accrual procedures.
