RMC is hiring a Navy Qualified Validator (NQV) to support the Command’s RDT&E Infrastructure Program. Serving as an NQV, the selected applicant will support NAVAIR RDT&E Systems and IT, performing a variety of Risk Management Framework (RMF) activities including:
- Perform all RMF process steps, in the role of Navy Validator, as provided in Navy and NAVAIR guidance.
- Perform security control assessments and validations of a system’s technical and non-technical security features to address known threats and vulnerabilities. Assessments shall identify and consider impacts, as well as address existing risk mitigation strategies.
- Complete all required RMF products and reporting as dictated by policy, and in conjunction with the Security Control Assessor.
- Support updates of any risk assessment-related documentation (Risk Assessment Reports, Plan of Actions & Milestones, etc.) based on assessment results.
- Perform required vulnerability analysis to support mitigation and residual risk determination.
- Support the continuous monitoring program, as necessary, when System Level Continuous Monitoring results will be used to support continuing authorization requirements.
- Support contingency planning, testing, and execution, as required.
- Support incident response process.
- Participate in meetings with program team and provide project status.
Requirements
- The applicant must have an active Navy SCA Navy Qualified Validator appointment and must be knowledgeable in the RMF process with a working knowledge of eMASS, eMASSter, STIG Viewer, SCAP Compliance Checker (SCC), VRAM and Visio tools/applications.
- This position requires the applicant to have three (3) to ten (10) years of experience performing work related to the labor category functional description and a BA/BS degree. An Associate’s Degree plus four (4) years of additional experience performing work related to the labor category functional description may be substituted for a Bachelor’s Degree. A High School diploma/GED and two (2) years of additional experience performing work related to the labor category functional description may be substituted for an Associate’s Degree.
- The applicant must meet the certification and clearance requirements established in the DoD Manual 8570-1M. The applicant must have one of the following certifications to start:
- CAP / CGRC
- CASP+ CE
- GSLC
- CISM
- CISSP (Or Associate)
- An active DoD Secret clearance is required to start. The applicant selected may be subject to a security investigation and must meet eligibility requirements for access to classified information.
- A Journeyman level candidate is expected to perform all functional duties independently. The selected applicant must have the ability to work independently and as part of a team in NAVAIR environments.

Salary at RMC is determined by various factors, including but not limited to location, a candidate's specific combination of education, knowledge, skills, competencies, and experience, as well as contract-specific requirements. The salary range for this position is $150,000 - $190,000, plus a potential sign-on bonus of $5,000.
