Full Job Description

Facility Security officer (FSO) is responsible for keeping a secure environment for our organization's security clearance operations and facilities. Their duties include: 

Security programs: Implementing and maintaining security programs that comply with applicable requirements 

  • Security management: Managing access to restricted areas, logging entry records, and monitoring security cameras 
  • Security investigations: Investigating suspicious events or behavior 
  • Security training: Providing security training and education to staff 
  • Security protocols: Working with management to develop security protocols 
  • Security decisions: Making critical security decisions 
  • Security self-inspections: Conducting security self-inspections 
  • Risk mitigation: Applying risk mitigation methodologies 
  • Customer assessments: Supporting customer assessments 
  • Maintain strict confidentiality as related to all security matters
  • Build and maintain an Insider Threat Program
  • Perform a wide variety of administrative duties in support of security procedures and requirements
  • Review and amend as needed security policies and procedures
  • Personnel Security - Assisting employees with initiating, maintaining and terminating personnel clearance actions
  • Conducting security clearance indoctrination briefings and debriefings
  • Must complete required training for obtaining a JPAS account (Cybersecurity and PII)
  • Process visit authorization requests in JPAS for personnel for classified visits
  • Process notification letters and visit authorization requests for new Task Orders
  • Establish and maintain effective professional working relationships with co-workers, and customers
  • Follow policies and procedures as described in corporate manuals and directives
  • Maintain PKI for JPAS (Joint Personnel Adjudication System) - Government database for all cleared people/contractors
  • Ultimate responsibility for all cleared personnel as it pertains to getting, keeping clearances
  • Support the company as a direct advocate to DSS (Defense Security Services)

FSOs need to have excellent communication skills to interact with many different people, including staff, colleagues, upper management, and external agencies. 

Requirements

Required Skills

  • Independent and Self-Motivated Professional
  • Minimum of 4 years of experience overseeing the security clearances of a broad arena of government contracting programs from Public Trust, Secret, to TS/SCI security clearances.
  • Adhere to government and company policies for standards in security clearance protocols and offer guidance and solid communication of each step-process to employees and customers.
  • Experience serving as CSSO/CPSO
  • Strong understanding of Physical Security requirements to include collateral Closed Areas and ICD 705 to meet contractual needs
  • Ability to manage SAP programs
  • Thorough understanding of security databases such as JPAS, eQIP, eFCL and ISFD, Scattered Castles, etc..
  • Administer day-to-day security programs:personnel processing, program reviews, document control system, audits & self-inspections, violation investigations & reports, receipt/dispatch/destruction/mail logs, visit certs, etc.
  • Experience creating and conducting initial security briefings, debriefings, indoctrinations, pre/post foreign travel briefings and refresher briefings, as appropriate
  • Ability to develop and establish an effective security awareness, training, and education program
  • Minimum 2 years of experience in Industrial Security
  • Strong communications skills, both oral and written
  • FSO certification with minimum 4 years of experience as an FSO

Desired Skills

  • Prior ISSO/ISSM or alternate ISSO/ISSM experience
  • Knowledge of Access Control and Intrusion Detection Systems
  • Experience with SCIF's
  • Experience conducting investigations
  • Resourceful in solving problem and capitalizing on opportunities
  • Professional Certifications/Affiliations

Education/Experience Required: Bachelor’s degree in Security Administration or related area and years of experience highly preferred.
