IT Concepts, INC. (ITC) is seeking an experienced Cybersecurity Policy Expert to become a vital part of our team and offer invaluable support to the Social Security Administration’s Office of Information Security (OIS) in building and enhancing resilient policy frameworks and procedures. We are looking for a candidate who possesses not only a profound grasp of the NIST Cybersecurity Framework (CSF) version 2.0, but also a wealth of experience in crafting policies for government agencies based on CSF. Additionally, a solid understanding of the NIST Risk Management Framework is crucial.

Responsibilities:
Cybersecurity Policy Expert will undertake an agile approach to provide ISP support, policy ecosystem support, policy waiver support, Controlled Unclassified Information (CUI) management, and support for other policy-related documents. Key responsibilities include:
- Supporting and advising the OIS Policy Team in the ongoing development, maintenance, automation, and storage of policy products and program roadmap(s).
- Conduct, research, analyze, and draft new and updated language for the ISP, POMS, AIMS, CUI, in accordance with NIST, OMB, FISMA, other federal mandates, and unknown emerging sources and ensure all controls are accurately and completely incorporated into policy.
- Conduct reviews of documents published in the security policy ecosystem, which includes policy and procedural documentation to ensure accuracy and validity related to changes, updates, enhancements, and new products related to NIST 800-53. Reviews will be completed at a frequency of no more frequently than six months as determined by the ecosystem categorization. Reviews will be used to confirm ownership, add relevant documents, archive documents that are retired, and replace archived documents with updated documents.
- Conduct annual reviews of POMS and update POMS to address gaps and discrepancies.
- Conduct annual reviews of CUI and update CUI to address gaps and discrepancies.
- Conduct ongoing analysis and review of the ISP and other supplemental documents including POMS, CUI, AIMS, to determine redundancies, discrepancies, and identify gaps in alignment with federal mandates and requirements, including NIST 800-53, and provide corrective recommendation.
- Provide high level project plans for: ISP changes and updates, ISP gap assessments, analytical work to be performed including ISP, POMS, CUI, AIMS, and reviews of the security policy ecosystem, POMS, and CUI at least annually)Ensuring policy changes meet and conform to applicable federal standards and guidelines, such as NIST, FISMA, and OMB.
- Supporting the development of the security policy ecosystem by identifying and documenting new standards, guidelines, processes, and procedures.
- Enhancing ecosystem authoring, change, approval, and publishing workflow processes to improve efficiencies and automate where possible.
- Assisting in the development of new policies to address identified gaps in the existing framework.
- Support policy waiver lifecycle by participating in Security Review Board (SRB) meetings, recording notes, and action items.
- Develop planning documentation and training resources for the CUI program.
- Facilitate and participate in policy and risk-related discussions, assisting with meeting logistics and recording action items.
- Develop consistent templates for ecosystem documentation and format documents into a consistent look and feel.
- Recommend and implement communication techniques to effectively promote the ecosystem and policy changes to our end users.
Requirements
- Bachelor's degree in Computer Science, Information Technology, or a related field.
- 8+ years of experience in policy development, preferably in the cybersecurity domain.
- Deep understanding of the NIST Cybersecurity Framework (CSF) version 2.0 and experience in writing policies based on CSF for government agencies.
- Knowledge of NIST 800-53 and all other Federal level Information Security Policies and Requirements (e.g. FISMA, FedRAMP, OMB, RMF, FIPS, FTI Requirements, FAR, etc.), laws, regulations, policies and ethics as they relate to cybersecurity and privacy
- Strong understanding of cybersecurity technologies, tools, and techniques.
- Knowledge of cybersecurity and privacy principles
- Knowledge of cyber threats and vulnerabilities
- Knowledge of specific operational impacts of cybersecurity lapses
- Knowledge of industry indicators useful for identifying technology trends
- Knowledge of current and emerging cyber technologies
- Ability to effectively communicate technical cybersecurity concepts to non-technical stakeholders, including leaders of federal agencies.
- Strong analytical and problem-solving skills.
- Skills in administrative planning activities, to include preparation of functional and specific support plans, preparing and managing correspondence, and staffing procedures
- Skills in preparing drafts, technical reports, plans and related correspondence
- Excellent written and verbal communication skills.
- Ability to work effectively both independently and as part of a team.
Preferred:
- Relevant certifications (e.g., CISSP, CISM, CRISC)
