Full Job Description
CeLeen, an operating firm of Command Holdings, is seeking a Change Management Specialist to support our efforts for the Personnel Security Division of the Defense Counterintelligence and Security Agency (DCSA).
Responsibilities may include but are not limited to:
- Recommending, managing, executing, and communicating tactical and strategic change management methods and tools.
- Creating tools and mechanisms for collecting, responding to and storing questions and concerns submitted by the workforce to inform change management strategies.
- Maintaining (new and existing) change management strategies, processes, and procedures to house and share policies, standards, administrative, and mission procedures, and historical records.
- Recommending strategic, operational, and business improvement plans to support change initiatives.
- Writing, offering technical input and providing editorial review to DCSA, Personnel Security (PS) Division and Background Investigations (BI) Directorate publications to communicate and highlight organizational, mission, and workforce current events, and providing telecommunications logistical support for virtual engagements.
- Collecting, drafting, researching, and coordinating with internal/external leaders, subject matter experts (SMEs), customers and stakeholders to create, staff, update, and finalize agendas, talking points, and communications ffor PS Town Halls, conferences, diversity events, off-sites, training sessions, and internal and external meetings and engagements to effect change management plans.
- Collaborating across DCSA with leadership, SMEs, and mission and enabling offices on change initiatives, relative to PS and BI, to facilitate development and execution of workforce communications, processes, and training.
- Providing telecommunications logistical support for virtual engagements.
- Administrative tasks including meeting minutes as required to capture the requirements of stakeholders.
Work Environment:
- Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
- Ability to sit at a computer terminal for an extended period of time.
Physical Demands:
- While performing the responsibilities of the job, the employee is required to sit, stand, talk, and hear.
- Employee is often required to sit and use their hands and fingers to operate a computer.

Travel:
- 10-20% / Minimal travel.

Requirements
Basic Qualifications
- Bachelor’s Degree.
- Current, active Top Secret security clearance.
- Minimum of Seven (7) years Change Management (CM) experience.
- Direct experience working within the DoD.
- Experience and knowledge of change management principles, methodologies and tools.
- Experience working on large-scale organizational change efforts.
- Acute business acumen.
- Understanding of organizational issues and challenges including those within knowledge management.
- Familiarity with project management approaches, tools and phases of the project life cycle.
- Exceptional written and verbal communication skills.
- Demonstrated proficiency in using all Microsoft Office applications.
- Professional proficiency in English is required.
- Outstanding communication skills, influencing abilities, and client focus.

Preferred Qualifications
- Master's Degree in business management, communications, Human Resources or related field.
