RMC is hiring a Business Financial Management Analyst to support our Navy customer in Indian Head, MD. The selected applicant will be responsible for performing and advising on weapons/munitions systems acquisition and budget administration. Duties may include:
- Formulation of budget estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities.
- Reviewing and evaluating budget requests.
- Control and reporting of obligations and expenditures.
- Analyzing and recommending costs, conducting benefits analysis of alternative methods, and providing overall financial management of the acquisition programs and operations.
- Implementing acquisition acumen expertise adherent to those legal and regulatory controls over approved budgets.
- Monitoring internal controls and providing advice on effective and efficient methods for the acquisition, as well as appropriate use of funds to support the organization’s activities.
- Occasional travel may be required, based on funding and sponsor needs.
The ideal candidate must be able to demonstrate:
- Advanced knowledge of the concepts, principles, practices, laws, and regulations of budgeting and/or financing and their relation to weapon systems acquisition.
- Knowledge of the DoD planning, programming, and budgetary systems.
- Knowledge of the US Air Force and Foreign Military Sales acquisition management practices, processes, and procedures.
- Knowledge of the IHEODTD financial and fiscal budgetary procedures (Working Capital Fund).
- Expertise in providing program management oversight of weapons/munitions systems acquisition.
The ideal candidate will have the ability to:
- Develop, recommend, and implement budgetary/financial policies and the potential impacts due to Congressional legislation, OMB, and Departmental Guidance.
- Serve as the program liaison to all stakeholders, including senior-level military, civilians, and private industry equivalents for overall planning and workload issues. This includes providing and defending budget exhibits and budget execution to O-6/Flag Level leadership, as required.
- Articulate programmatic decisions and impacts both verbally and in written form.
Requirements
- An associate degree with two (2) years of relevant experience or a High School diploma with four (4) years of relevant experience in a related discipline. Prior experience handling DoD funding documents and DoD acquisitions/contracts is desired.
- An active DoD Secret clearance is required to start. Applicants selected may be subject to a security investigation and must meet eligibility requirements for access to classified information.
