SCOPE OF POSITION

 

The Assistant Residential Director should know the formal and informal departmental goals, standards, policies and procedures which may include familiarity with other departments within the agency. Ensures the overall health, safety and well-being of all residents living in the home.  Makes sure that the Individual’s rights are always protected and advocated for. The Assistant Residential Director in collaboration with the Residential Director and Home Coordinators will provide oversight, management and supervision for all aspects of the residential settings in which Total Care Services, Inc., provides support to persons served.  This team will be responsible for collaboratively working together to keep our staffing levels at an optimal level to support a well ran program and safety within the homes of persons served.  While being aware of and managing overtime of Direct Support Professionals.

 

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES

SUPERVISION

 

·       Provide direct supervision of ten to twelve Home Coordinators. 

o   In the absence of a Home Coordinator or uncovered cases, provide supervision to Direct Support Professionals.  (Our current Direct Support Staff range from one hundred and twenty-four (124) to one hundred and fifty (150) at any given time.)

 

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES

·       The Assistant Residential Director is responsible for the day-to-day operations of the homes in which the person supported resides. 

·       In the absence of the Residential Director, you are responsible for the Residential Program.

·       Manage, oversee, and process timesheets for DSPs.

·       Ensure the overall health, safety and wellbeing of all persons served living in the home.

·       Ensure that all staff are trained in persons served Individual Support Plan (ISP) and that a profile is done and completed.

·       Ensure that all new staff are also trained on persons served ISP and that a profile is completed.

·       Provide oversight that all errands on behalf of the persons served, which includes shopping for food, clothing, household supplies, pick-up medications, etc.

o   Ensuring that the Home Coordinators are shopping for food, clothing, and household supplies. And are purchasing seasonal clothing and shoes for persons served.

·       Ensures that persons served make choices and actively engage in person centered planning.

·       Oversee supervises and evaluates Home Coordinators in a professional manner.

·       Manage and use the on-call list to find replacement staff, when regular staff calls off.

o   If unable to find staff between the on-call list and Home Coordinators, you will be required to go in and cover the shift. 

·       Oversee and coordinate, schedule, and plan for Individuals to participate in a variety of neighborhood activities.

·       Ensure that nutritious meals are planned and implemented in accordance with pre-planned menus.

·       Oversee the safeguard and maintain records of persons served income and expenditures.

·       Oversee that the home(s) are kept clean and sanitized at all times.

·       Ensure that any necessary repairs or maintenance issues are reported in MaintainX and reported to the Residential Director.

·       In collaboration with Home Coordinators, you will oversee that all persons served needs are met to include toileting, bathing, eating, budgeting, menu planning, grocery shopping, dressing, and other areas in one’s daily routine.

·       Oversee and ensure monitoring and documenting behavioral and medical observations in a weekly progress note.

·       Ensure that Direct Support Professionals, documents the effect of services, and help monitor entries into persons served Individual Support Plan.

·       Ensure that all incident reports are complete and reviewed and signed by the Program Director.

·       Attending and participating in meetings requiring the attendance of all management meetings regarding residential services management.

·       Interface with Department on Disability Services (DDS) personnel (i.e. Service Coordinators, Resource Allocation Specialists, and DDS officials) regarding the service needs of the person receiving residential services through Total Care Services, Inc.

·       Complete any required or requested written documentation that may be used for internal or external purposes.

·       Ensure overall program staffing and management of residential homes are enforced.

·       Ensure overall program operations through the enforcement of the department’s policies and procedures in addition to the policies of  DDS.

·       Co-chair weekly and monthly management meetings with the Residential Director.

·       Should be available for critical events 24 hours/7day.

·       Assist with program development.

·       Conduct staff training as needed.

·       Interact professionally and maintain effective relationships with all other departments within the agency.

·       Maintain confidentiality and positive demeanor while successfully juggling multiple priorities.

·       Keep the Residential Director informed of issues or concerns that may come to the incumbent’s attention during completion of job duties; and

·       Perform other duties as required and assigned.

 

DECISION MAKING

·       The Assistant Residential Director in conjunction with the Residential Director will exercise administrative judgment and assume responsibility for decisions, consequences and results having an impact on the department and the quality of services delivered.  In the absence of the Residential Director, the incumbent is expected to utilize sound administrative judgment in maintaining the day-to-day operations of the department.

·       Ability to make ethical decisions which comply with TCS’ Code of Conduct, state and federal regulations and adhere to all requirements and updates as they are made.

·       Ensure that any files and information shared digitally are shared in a manner that is secure and compliant with HIPAA guidelines.

·       Refrain from personal and professional activities which may result in a Conflict of Interest and/or negatively impact the organization.

COMMUNICATION

·       Ability to effectively communicate orally and in writing with internal and external business professionals. 

·       Communicate with all persons supported and Direct Support Professionals appropriately.

·       Ability to understand and follow all TCS/Residential Protocols

WORKING CONDITIONS AND ENVIRONMENT

·       Office environment, however, the Assistant Residential Director is expected to complete monitoring visits to the various residential settings and respond to emergencies in the District of Columbia and Maryland.

·       Must travel to community-based meetings and events.

·       The Assistant Residential Director will be provided with office equipment to be used only for TCS’ job functions. Office equipment will include a cell phone, computer and a printer.

·       The Assistant Residential Director will be required to establish and maintain access to a consistent workspace that is quiet, private, and removed from distractions to comply with all regulations and policies regarding confidentiality of data and systems.

·       The Assistant Residential Director will be required to maintain access to reliable and secure high-speed internet connection.

Requirements

QUALIFICATIONS

·       Must have at least a Bachelors degree in Human Services field.

·       Must have three to five years’ experience supervising in a residential service setting.

·       Must have strong leadership and interpersonal skills.

·       Submit to random drug testing as needed.

·       Obtain Trained Medication Employee (TME) certification and renew annually.

·       Must have valid driver’s license, reliable transportation and car insurance.

·       Provide a Criminal Background check that is acceptable in accordance with D.C. Government standards.

·       Must be able to work a flexible schedule and respond to crisis situations.

·       Must have strong and effective written and oral communication skills in addition to time management and organizational skills.

·       Must abide by TCS’ policies and guidelines regarding confidentiality and safeguarding sensitive information.

·       Must be committed to cultural competence, equity and inclusion in service delivery with an understanding of the unique needs and challenges faced by people with Intellectual Developmental Disabilities.

·       Must be proficient in use of Microsoft Office Suite – Word, Excel, PowerPoint, Outlook and the ability to learn and use new software and technology.

·       Must be a U.S. citizen or alien who is lawfully authorized to work in the U.S.

·       Must be 21 years of age or older.

·       Obtain certification in cardiopulmonary resuscitation (CPR) and renew the certification annually.

·       Complete first aid training in addition to all other trainings required by DDS.

·       Comprehensive training in and knowledge of DDS’ Restricted Controls Procedures and Behavior Support Policy.

·       Be able to communicate with persons served with dignity and respect.

·       Be acceptable to the persons served.

·       Be able to recognize emergencies and be knowledgeable about emergency procedures.

·       Have experience or training working with the persons served with developmental disabilities whose condition, due to mental and physical health needs and characteristics, require intensive services.

·       Be able to read and write the English language.

·       Be free of communicable disease as confirmed by an annual PPD skin test/chest x-ray or documentation from a physician stating that the person is free from communicable disease.
