Full Job Description
CeLeen, an operating firm of Command Holdings, is currently seeking a mid-level acquisition specialist to serve on a contract serving the US Food and Drug Administration in the Washington DC Metro Area.
Responsibilities for this position may include (but are not limited to):
- Perform pre-award, post-award procurement actions, and other aspects of contract administration on Government contracts.
- Develop requirements and create, collaborate and/or review acquisition documentation such as Statements of Work (SOWs), Independent Government Cost Estimates (IGCEs), etc., for acquisition planning and execution.
- Assist in the development of Acquisition Plans.
- Reviews Acquisition packages prior to submission to the Acquisition Office, assist in the review of existing contracts to determine compliance with applicable laws, regulations and policies.
- Train staff on current procurement laws, regulations, and policies.
- Coordinate with technical experts and the contracting office to ensure project milestones are reflected in contractual documents and project plans.
- Assist in the performance of market research and trends.
This position is contingent on contract award.
Work Environment:
- Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
- Ability to sit at a computer terminal for an extended period of time.
Physical Demands:
- While performing the responsibilities of the job, the employee is required to sit, stand, talk, and hear.
- Employee is often required to sit and use their hands and fingers to operate a computer.

Travel:
- 0-10% / Minimal travel.

Requirements
Basic Qualifications
- Bachelor's Degree.
- Ten (10)+ years of professional work experience with no less than eight (8) years of financial/acquisition experience.
- Must be able to perform duties independently.
- Outstanding communication skills, influencing abilities, and client focus.
- Professional proficiency in English is required.
- Demonstrated proficiency in using all Microsoft Office applications.
- Ability to pass a federal background investigation including fingerprinting.
- Applicants must be currently authorized to work in the United States on a full-time basis. CeLeen will not sponsor applicants for work visas for this position.
Preferred Qualifications
- Master's Degree.
- Direct experience performing acquisitions within FDA and/or HHS, or similar federal entity.
