Full Job Description

CDR Maguire Inc., a national multi-disciplinary engineering and Emergency Management consulting firm is seeking a qualified Hazard Mitigation Planner.

This role will be responsible the development of hazard mitigation plans. Other duties include assistance in the administration of mitigation grant funding including the preparation of Benefit Cost Analysis (BCAs), assistance with disaster recovery activities, and implementation of FEMA’s Community Rating System.

ESSENTIAL FUNCTIONS:

  • Knowledge of floodplain management, resiliency planning, emergency management, community planning, disaster response and recovery.
  • Provide planning technical assistance to drive community engagement and inform community growth decisions/plan implementation.
  • Prepare planning graphics for long-range plans and studies.
  • Support the facilitation of both in-person and virtual community/stakeholder outreach and engagement.
  • Research best practices, legal requirements, and development standards.
  • Conduct field evaluations and assessments.
  • Compile information needed to generate reports, complete projects and accurately respond to questions and concerns.
  • Analyze problems, questions, issues, etc. and develop recommendations for resolving them.

Requirements

  • Previous experience writing state level hazard mitigation plans.
  • Knowledge of the Section 404 and 405 programs.
  • Knowledge of hazard mitigation grant programs and the grant process.
  • High school, Associates, Bachelor’s/ Master’s degree.
  • Proficiency in GIS (preferred)
  • Proficient in Outlook, Microsoft Suite which includes Word, Excel, etc.
  • Excellent verbal and written communication skills, especially to a diverse range of audiences and settings.
  • The ability to make decisions.
  • The ability to handle multiple tasks while working in a fast-paced environment and meet deadlines
  • Ability to deal with high pressure
  • Flexible schedule to include late afternoon and evening hours and Overtime and weekends as needed to provide support for safety emergencies or incidents that occur after hours or on weekends
  • Ability to travel at least 40% throughout US. Via plane or car.
  • Must have a valid active and clear Driver’s license.
  • Demonstrates the technical safety expertise, coaching ability, and passion for the role
  • Partners and collaborates effectively to create win wins with internal operational partners and external partners
  • Strong relationship building and influencing skills with the ability to balance education vs. accountability
  • Must have completed the following FEMA IS Classes:
  • 100.c – Introduction to the Incident Command System, ICS
  • 200.c – Basic Incident Command System for Initial Response
  • 700.b – An introduction to the National Incident Management System
  • 1014 – Integrating 406 Mitigation Considerations into your Public Assistance Grant
  • 162 – Hazard Mitigation Floodplan Management in Disaster operations
  • 212.b – Introduction to Unified Hazard Mitigation Assistance (HMA)
  • 329 – State Hazard Mitigation Planning
  • 393 – Introduction to Hazard Mitigation
