Sigma Defense is seeking a Senior Functional Lead to support the Pacific Maritime Training and Experimentation Concept (PMTEC) at Commander, U.S. Pacific Fleet (CPF) in Pearl Harbor, HI. The individual in this role will provide management support to the planning, execution, assessment and reporting of PMTEC initiatives under the CPF N7 purview.
This is a contingent position that is pending award of contract. This means that the position is subject to the successful awarding of a contract and will be confirmed once the contract is finalized. The candidate selected for this role will be offered the position on the condition that the contract is awarded to our organization.

Requirements
- Travel will be as required and is estimated at 25% of the work year. Travel will normally be to other Navy installations in CONUS, OCONUS (Guam or similar), or Japan but may require visits to commercial installations such as commercial shipyards.
- Minimum of 8 years of experience in the following:
- 1. Technical Lead, Program Lead, or Project Lead and subject matter expert for respective task requirements (e.g. Academics, Warfare Area(s), Synthetic, Live, or Joint Training).
- 2. Master Scenario Event List (MSEL) development and execution processes.
- 3. Tactical/ operational planning, synthetic /live training exercises/ event execution, lessons learned and after-action reporting.
- 4. Conducting fleet training analysis/assessment to identify gaps, training needs and solutions.
- 5. Developing exercise/event timelines with required deliverables.
- 6. Engaging Senior Staff at the Flag Officer/Director/Manager level.
- 7. Adapting to a fast-paced, team-based environment and managing team performance.
- 8. Managing and prioritizing large, complex projects/deliverables involving numerous stakeholders.
- 9. Navy and/or Defense training operations, policy, doctrine, systems, and staff procedures.
- 10. Public speaking and presentation skills.
- 11. Handling multiple priorities and interruptions with minimal impact on productivity/deliverables.
- 12. Team and/or project leader.
Personnel Clearance Level:
- Candidate must possess or have the ability to obtain an active Top Secret security clearance or higher. A TS/SCI clearance level is required for this position.
- A clearance will be sponsored for the right candidate.
Education Requirements:
- Bachelor's degree from an accredited college or university or equivalent experience.
- Equivalent experience to a Bachelor's degree is 2 additional years of Resource Band experience.
Essential Job Duties (not all-inclusive):
Support Tasks:
- (a) Provide management support to the planning, execution, assessment, and reporting of PMTEC initiatives under CPF N7 purview to include support developing requirement submissions to INDOPACOM J7.
- (b) Provide requirements development support to CPF N7 for both the Indo-Pacific Command (IPC) requirements process and the CPF N7 requirements process that feeds into the FTRMG process.
- (c) Coordinate with Joint / Partner Nation Training Team members for development and submission of requirements to the Joint National Training Capability as directed.
- (d) Provide training technologies requirement identification support for CPF N7 PMTEC submissions to include but not limited to TSVs, C5I related to PMTEC initiatives, and other training-related technology requirements as identified by CPF N7.
- (e) Serve on boards, committees, working groups, other groups related to assigned functional areas and provide subject matter expertise pertaining to PMTEC.
- (f) Coordinate resources associated with PMTEC initiatives in support of CPF N7 deliverables due to IPC.
- (g) Assist in developing reports and briefings required of CPF N7 by IPC on status and progress of PMTEC initiatives.
- (h) Provide subject expertise on FRTP events and their association with IPC exercises with the intent of optimizing Fleet training during IPC exercises where Fleet deployment certification events are embedded in IPC exercises and attend planning conferences as required to convey training objectives.
- (i) Provide subject matter expertise in optimizing FRTP training technologies to meet PMTEC Campaign Plan goals and, when it is determined no current FRTP training technologies exist, work within the established Fleet training processes, in coordination with USFF N7 counterparts, to determine potential technologies and COTS technologies that will meet the PMTEC goal.
- (j) Develop a draft POA&M for procurement and delivery of a vessel that meets already established parameters as a TSV in coordination with members of the CPF N7 PMTEC team and identified SYSCOM representatives.
- (k) Develop a draft POA&M for overhaul and/or alteration of the vessel delivered in para (j) above in coordination with members of the CPF N7 PMTEC team and identified SYSCOM representatives.
- (l) Develop a draft POA&M for installation of C5I training technology on board the delivered and overhauled/altered TSV in coordination with members of the CPF N7 PMTEC team and identified SYSCOM representatives.
- (m) Develop a draft POA&M to move the TSV from site of overhaul/alteration to identified homeport in coordination with members of the CPF N7 PMTEC team, Commander Naval Infrastructure Command, Regional and NAVFAC commands, and identified SYSCOM representatives.
- (n) Monitor and provide monthly update reports on each POA&M identified above.
- (o) Provide interim POA&M reports as emergent situations warrant, or if events occur which will alter a POA&M milestone date by more than a month or cause that new milestone date to be after the required start date of a dependent task; whichever is earlier.
- (p) Provide courses of action to mitigate the impact of any unforeseen or unplanned events which cause any POA&M task/event to not meet its milestone date and include a recommendation on which course of action best meets the delivery with least impact to other milestone events / timelines.
- (q) Monitor crewing of the TSV and provide status reports monthly to CPF N7 assigned POC.
- (r) Identify impediments to meeting manning deadlines and provide recommended courses of action.
- (s) Develop draft POA&M for alteration / overhaul packages required to maintain compliance with American Bureau of Shipping (ABS) and INSURV requirements.
- (t) Draft guidance, messages, instructions, standard operating procedures, and other required documents related to CPF N7 participation in PMTEC initiatives or events.
Salary Range: $90,000 - $130,000 annually.
