Full Job Description
CeLeen, an operating firm of Command Holdings, is currently seeking a Joint SOF Trainer (Sustainment) IV for a high visibility program providing training and exercise support to Special Operations Command Africa (SOCAF). The Joint SOF Trainer (Sustainment) IV assists Geographic Combatant Commands, Theater Special Operations Commands, SOF Service Components, and joint Special Operations Forces (SOF) Headquarters in the planning, coordination, and execution of functional and joint collective training that focuses at the operational and strategic levels of war. The trainers support to Joint SOF headquarters includes individual, staff, and unit collective training, academic events, senior leader seminars, planning exercises, tabletop exercises, and functional area workshops. This support culminates in the execution of joint mission rehearsals, command post exercises, and other collective training events that supports the USSOCOM 350-12 certification and validation program.
The successful candidate will be responsible for providing subject matter expertise and strategic and operational-level joint training primarily in the area of Joint Sustainment and Logistics and provide exercise logistics support. The successful candidate will participate during exercise execution by providing oversight, management and control of logistical operations across the exercise footprint for the full extent of the Joint Exercise Life Cycle (JELC). Under the supervision of the SOJ45, the successful candidate may oversee a team of planners and subject matter experts at geographically dispersed sites and will coordinate all exercise logistics planning across SOJ4 and across the SOCAF staff in support of the exercise. The successful candidate will develop the Concept of Support and Base Life Support (BLS) plan in conjunction with SOJ42, SOJ43, and SOJ44, coordinate and consolidate Statements of Requirement (SORs) from all participants, and develop sourcing plans through Host Nations, CSA, and local procurement to meet exercise participant needs while staying within budget. The successful candidate will attend JELC planning events and help develop, design, and lead sustainment teams from across the USSOCOM and USAFRICOM Joint Logistics Enterprise (JLENT) to meet sustainment and BLS requirements in support of the exercise. The successful candidate will assist in the coordination and execution of exercise reception, staging, onward movement, and integration plan and will contribute to development of the Master Scenario Event List (MSEL) for operations based or complex discussion-based exercises.
This position is permanently located in Stuttgart, Germany. If authorized, candidate may telework during the TESA application process but will be required to relocate to Germany when approved.
Duties include but are not limited to:
- Maintain functional currency and relevancy and awareness of SOF and Joint Enterprise training requirements through constant research and collaboration with supported customers.
- Maintain functional and cooperative relationships with operational and strategic level planners and leaders in the USSOCOM HQs, CCMD's, TSOC's, the Joint Staff, and JSOC, in order to facilitate a synchronized effort in exercise design and execution across the community of interest.
- Support exercise design, JELC planning, scenario scripting, key staff role playing, training, and observations.
- Create or review/critique events concepts, to include purpose, objectives, broad scenario characteristics, processes, and products to support the mission and objectives of the event’s sponsor; use real-world events and operational planning concepts.
Work Environment:
- Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).

Travel:

Requirements
Basic Qualifications
- Current, active Top Secret security clearance.
- Must be able to obtain and maintain TS/SCI.
- 10 years’ of experience in Joint sustainment and logistics, prefer prior SOF E7+, CW3+, O4+ with sustainment experience.
- Minimum of 8 years’ tactical and operational level sustainment/logistics experience; relevant experience within the past 3 years.
- Minimum of 6 years’ experience in joint operations and tactical and operational-level planning.
- Must be able to travel to Africa, including austere locations.
- Candidate must undergo a TESA approval process to be considered for the job.
- Must be able to support Central European Time zone in Germany (GMT+2) if authorized to telework prior to TESA approval.
- Excellent presentation, communication and organization skills; proven skills in formal classroom delivery.
- Outstanding communication skills, influencing abilities, and client focus.
- Professional proficiency in English is required.
- Demonstrated proficiency in using all Microsoft Office applications.
- Valid driver’s license (proof of which will be required after hire) and ability to qualify for and maintain CeLeen liability insurance through a clean driving record.

Preferred Qualifications
- Current, active TS/SCI security clearance.
- Prior SOF sustainment experience (O4+/E7+/CW3+).
- 18 years of special operations sustainment experience.
- Completion of Service or Joint Senior Professional Military Education or Enlisted equivalent preferred.
- 4 years of experience with exercise and scenario design
- 4 years of experience developing operational products to support GCC and TSOC SOF/CT exercises.
- 4 years of experience researching and integrating current operations to develop complex scenarios, studies, and analysis related to SOF core activities for all geographic areas.
- 4 years of experience communicating exercise design details with operational level exercise planners, staffs, and commanders; interagency partners, and partner nation exercise planners.
- 4 years recent experience serving in a SOF operational level HQs or Joint Task Force at the O4-O6/GS13-15/CW3-CW5 level.
- 4 years experience directly interfacing with senior staff (COL and GO/FO) at the TSOCs, Components, CCMDs, Services, Interagency, and partner nations.
- 6 years experience with Joint Operation Planning Process (JOPP) and Joint Logistics Enterprise Processes (JLENT), Joint Sustainment Operations Experience coordinating with TRANSCOM for airlift requirements to include personnel and equipment movement, load-plans, timing, and airfield suitability.
- 6 years experience with deliberate and crisis action planning processes and coordination with defense agencies.
- 2 years experience as a platform instructor in a Professional Military Education/training environment.
