Position Overview: 

The Purchasing Agent III will be responsible for all aspects of purchasing for assigned territories, including but not limited to the development of a stable of trusted sub-contractors, performing virtual site walks, soliciting and evaluating bids, and selecting/awarding contractors. The Purchasing Agent III will also be responsible for ensuring that ICAST procurement policies and procedures are kept up to date in alignment with Federal & State procurement guidelines and rules and that all related and required documentation for ICAST and its subcontractors is maintained.  Additionally, the Purchasing Agent III will provide training & guidance regarding procurement policies and procedures to other purchasing agents and related ICAST staff.  

Requirements

Must Have Qualifications:  

  • 15 Years’ experience performing Federally funded procurement in the multifamily, residential renovation, or new construction industries. 
  • Prior experience in managing and executing contract agreements and change orders. 
  • Procurement policy writing / authoring experience with Federal and or State (DOE, EPA) funds and other grant funded projects. 

 

Preferred Qualifications:  

  • Demonstrable ability to read and understand product specifications for construction-related materials such as Heat Pump-based HVAC systems. 
  • Prior experience with Davis Bacon wage reporting.  
  • Excellent attention to detail with an analytical mindset. 
  • Strong negotiation skills  
  • Proficiency with M365 suite of products (Outlook, Word, Excel etc.) 
  • Some experience with Smartsheet project management software. 
  • Some experience with SAGE Intacct accounting software. 

Location: Remote in the U.S.A. 

Travel: Some limited travel may be required based on the needs of the organization.

Reports to: Director of Vendor Relations & Purchasing 

Skill Level: Advanced 

Education: Bachelor’s degree in business administration, finance or related field.  

Areas of Expertise: Purchasing, Relationship Management, Contract Negotiation, SoW Development, Change Order Processes 

Compensation: $70k DOE

Key Responsibilities:  

  • Proactively understanding and forecasting material needs to help track or secure local and national inventory. 
  • Creating and sending RFQ’s/RFP’s and assisting in the development of SoWs. 
  • Negotiating with vendors to obtain the best pricing agreements.  
  • Evaluating Bids and Selecting/awarding & contracting sub-contractors. 
  • Maintaining sub-contractor agreements and documentation in ICAST file systems  
  • Purchasing materials as needed to ensure continuity of project timelines.  
  • Updates and maintains all procurement policies & procedures to ensure compliance with Federal & State Funding procurement guidelines.  
  • Provides training and guidance regarding procurement policies and procedures to Purchasing Agents and necessary ICAST staff. 

 

Initial Goals: 

  • Become fully trained on the ICAST Procurement Process to manage all purchasing needs for our MI and UT programs within 30 days.
