POSITION SUMMARY
In this critical leadership role reporting to the Executive Director of Early Childhood Impact, you will be responsible for guiding a team of dedicated managers and staff to deliver high-quality services in early childhood development, mental health, family support, and more. You will leverage a systems-based approach to ensure every child has the opportunity to thrive and every family receives the support they need.
ESSENTIAL FUNCTIONS
As the Director of Comprehensive Services, your primary responsibilities will include:
Program Leadership
- Responsible for oversight and monitoring of the program service areas: Education, Mental Health, Inclusion/Disabilities, Family Services, Health, Nutrition; ensure compliance with Head Start Program Performance Standards and the CDE/CDSS funding terms and conditions. Implement corrective action plans, as needed.
- Develop, maintain, and implement service area plans, policies and procedures, and data tracking/analysis for program service areas.
- Oversee and monitor contracts and specialized grants related to program service areas.
- Oversee implementation and coordination of services, including standard program requirements for service areas, such as staff professional development, parent training, and facilitate on-going program improvements.
- Define, assess, and understand the development of children, and the factors contributing to optimal growth and learning, and community and outside factors influencing the need for responsive services to children and families. Make program changes and improvements accordingly.
- Design, maintain and improve systems to ensure children with special needs, behavioral needs, health and nutrition needs, and mental health needs receive appropriate accommodations or services in a timely manner.
- Support implementation for on-going parent training in topics of need and interest.
- Oversee implementation of Head Start Early Learning and Outcomes Framework, along with state of CA Foundations and Frameworks.
- Coordinate with Executive Director and Administrative team to support the Head Start Policy Council.
- Ensure on-going completion, accuracy and analysis of Annual Program Information Report (PIR) in program service areas, monthly data/monitoring reports, child outcomes reports, and other required reports.
Team and Cross-Functional Leadership
- Supervise three Managers and one Director assigned to each program service area.
- Work with fiscal team to develop and oversee budgets for program service areas.
- Coordinate and collaborate with Director, Operations, and Management Teams to ensure integrated approach and service delivery for program service areas.
- Train, supervise, and monitor the work of program service area Managers and teams. Provide ongoing coaching, guidance and assessment, as appropriate.
- Implement training, manuals and other resource material developed to assist staff to maintain consistent practices and procedures and ensure orientation of new staff, as appropriate.
- Convene and participate in staff meetings and professional development trainings.
- Train and coordinate assignments for program volunteers, as needed.
Community Engagement
- Develop and maintain community partnerships and relationships/agreements with school districts and Regional Center, to link children and families to needed services.
- Develop and maintain community partnerships related to program service areas that benefit children and staff, across counties.
- Other duties and special projects as assigned.
MEASURE OF EFFECTIVENESS
The incumbent has a primary impact on the Health and Welfare for the Early Childhood Impact Department. Therefore, the effectiveness of the fulfillment of this position should be measured by:
- The sound administration of the Nutrition Department is evident in well executed programs and outcomes.

Requirements
In order to fulfill these responsibilities, the ideal Director of Comprehensive Services candidate will have:
- A Master’s degree in Early Childhood Education, Human Development, Psychology, or a related field.
- At least five years of experience in Head Start program management/administration and three years of supervisory experience.
- Thorough knowledge of licensing standards, federal and state child care regulations, and Head Start Performance Standards.
- Demonstrated ability to train and develop staff.
- A passion for serving diverse communities and experience working with second language and immigrant populations.
- Excellent verbal and written communication skills.
- Proficiency in Microsoft Word, Outlook, database management and other computer programs.
- Valid California Driver's License/proof of auto insurance/annual DMV check required. Must be able to travel locally for meetings, training and special events within the five different service areas in a 100 mile radius.
- Criminal record clearance and health requirements that include physical exam, TB and immunizations.
- Sufficient strength, agility and mobility to perform essential functions and to supervise program activities. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
Benefits
This position offers a competitive salary range of $120,000 - $150,000, and robust benefits. More details can be provided upon request.
