Terran Orbital is seeking an experienced Sr Contracts Manager to join our growing team. Reporting to the Director of Contracts, the Sr Contracts Manager will support business units in the management of contracts. Areas of responsibility include proposal review, full life-cycle contract management, negotiation, administration, and compliance with US export and other regulations governing international business to provide for contract management following company policy. Reviews, interprets, recommends, and negotiates contractual terms and conditions and participates in developing policies, procedures, and standard practices to ensure contract activities achieve desired objectives and timetables. Advises business and program management leadership on contractual approach following financial and programmatic objectives.

 

Key Duties And Responsibilities  

  • Proactively manage various contracts (government/commercial). Experienced with all contract types (i.e., Cost Reimbursement, Fixed Price, FPIF, IDIQ, Time and Material, etc.).
  • Review bids and proposals to ensure they meet company policies and compliance with customer solicitation requirements. Demonstrated ability to lead the review and analysis for major proposal efforts to mitigate contract risks. Ability to serve as a Volume lead.
  • Proactively identify and resolve contractual issues; address disputes, questions, and concerns. Respond to various complex contracting inquiries in a timely manner.
  • Provide thought leadership and innovative solutions for complex contracting matters.
  • Review, draft and negotiate various Teaming, Licenses, Proprietary Information  and Non-Disclosure agreements.
  • Advise business, technical, program management leadership of contractual rights and obligations and interpret complex terms and conditions.
  • Participate in cost and pricing processes with program management and customer representatives.
  • Maintain corporate awareness of regulatory changes and contractual requirements, including flow-downs, US export controls, Foreign Corrupt Practices Act (FCPA), and anti-boycott compliance.
  • Develop and maintain various templates, training materials, and performance metrics.
  • Contribute to the development of various Policies and Procedures.
  • Serve as primary contact with customers and other external parties concerning contractual matters.
  • Other duties as assigned or required.

Requirements

  • Bachelor's degree in Business Administration or Legal Studies or relevant degree from an accredited University
  • 10+ years of progressive professional experience in Government and Commercial Contract Management in support of multiple technical programs
  • Demonstrated experience leading complex contract negotiations and Government and Commercial terms and conditions in broad applications, thorough understanding of contracting principles and concepts
  • Thorough understanding of the US Department of Defense (DoD) acquisition policy, government contracting principles, and regulations. Strong working knowledge of the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS) and the NASA FAR supplement
  • Excellent verbal and written communication skills
  • Excellent interpersonal and leadership skills
  • Proficient computer skills to prepare documents in Microsoft Office
  • Ability to organize, prioritize, and coordinate multiple contract actions
  • Ability to work independently and as part of a team, and ability to work extended hours as required
  • Active Top Secret Security Clearance and meet eligibility requirements for SCI
  • Experienced in executive level communications and briefing

Additional Differentiators 

  • Contracting Certification – such as NCMA CPCM or Defense Acquisition University (DAU) DAWIA Level III in Contracting
  • Experience with US export regulations is desired

Salary Range $120,000-$175,000

Physical Demands 

An employee must meet the physical demands described to perform the essential functions of this job successfully. In performing the duties of this job, the employee is routinely required to sit or stand for long durations of time, in addition to bending, reaching, and walking. This would require lifting or moving objects up to 10 pounds and occasionally lifting or moving objects up to 25 pounds.

Work Environment 

The job operates in a professional office environment but in a manufacturing company. This job routinely uses standard office equipment such as computers, phones, photocopiers, and scanners.
