Department Summary
The Flexible Housing Subsidy Pool (FHSP) is a supportive housing rental subsidy program of the Los Angeles County Department of Health Services (DHS), along with other governmental partners, managed care organizations, and philanthropy. The goal of the FHSP is to secure quality affordable housing for vulnerable Angelenos. Brilliant Corners, the central coordinating community-based partner for FHSP, works to secure a broad range of housing options, including individual apartments, blocks of units, or entire buildings. Brilliant Corners identifies and secures units countywide, provides move-in assistance and rental subsidy disbursements, coordinates with case managers, and assists with neighborhood relations.
Position Summary
The FHSP PBV Portfolio Manager is a management position within the FHSP Housing Department. This position supports the growing need and complexity around managing the Brilliant Corners portfolio of PBV buildings. The PBV Portfolio Manager will work under the direction of the FHSP Associate Director - PBV Pipeline & Portfolio and the Housing Acquisitions Director, and in close collaboration with FHSP PBV Tenancy Supports team, Brilliant Corners Real Estate Manager, and with LA County funders and developers. The PBV Portfolio Manager will work as part of a team responsible for managing affordable housing developments across LA County. They will work with Property Providers to ensure adherence to the terms of the Master Rent Subsidy Agreement (MRSA). The PBV Portfolio Manager will oversee a team that supports with the oversight of the PBV Portfolio, facilitates lease-ups, and continues to streamline communication and processes with the PBV Tenancy Supports team.
Position Responsibilities
The essential duties of this position include, but are not limited to, the following:
- Coordinate with internal Brilliant Corners teams—PBV Tenancy Supports, Real Estate Manager, Operations—before, during, and after building lease-up to help ensure clients are moved in smoothly, subsidy payments are disbursed, and MRSA agreements are executed.
- Design and implement systems to track the turnover of unit(s) within the portfolio and payment on vacant units per MRSA terms.
- Hire and build a team over time that can support the oversight and management of the PBV portfolio.
- Create and implement new process improvement opportunities, where MRSA alignment is necessary.
- Coordination with stakeholders to manage and troubleshoot issues that arise at PBV sites.
- Work with the Senior Contract Administrator, Real Estate Manager, and Legal Counsel to issue violation notices for sites in non-compliance.
- Support with coordinating various referral pathways for new PBV sites with funders and stakeholders.
- Manage and implement unit listing platforms for vacant units in the PBV portfolio.
- Assist with the procurement process for new permanent supportive housing units, ranging from drafting proposal guidelines, facilitating working meetings with funders, vetting applications, meeting with project sponsors, and attending site visits.

Requirements
Professional Experience
- At least 2 years experience in real estate, supportive housing, housing development, and lease-up processes
- At least 2 years experience in staff management and building effective teams
- Strong project management skills
- Ability to manage multiple projects and deadlines efficiently and simultaneously
- Strong interpersonal skills
- Exceptional verbal, written and presentation skills
- Ability to work effectively both independently and as part of a team
Knowledge, Skills, and Abilities
- Knowledge in real estate, housing development, supportive housing property management, leasing, unit acquisition or a related field.
- Ability to establish and maintain effective working relationships with DHS partners, housing developers and property management
- Ability to manage multiple projects from start to finish and make every effort to see that the project's goals and objectives are effectively implemented.
- Ability to take initiative and think critically under pressure with the goal of finding creative solutions to complex and technical problems.
- Well-organized, detail-oriented, and excellent analytical skills. Strong problems-solving skills.

Physical Requirements
Candidates should have physical mobility for tasks such as standing, bending, stooping, kneeling, crouching, reaching, twisting, and walking on uneven surfaces. They should be capable of performing stationary tasks like sitting for up to 6 to 8 hours a day. Additionally, candidates should be able to lift, carry, push, pull light to moderate weights up to 15 pounds safely. Requires mental acuity for analytical reasoning and document interpretation.
Salary range for this position is $80,000annually. This position is being offered at $80,000 annually.
