Terran Orbital is seeking an experienced Government Accounting and Financial Compliance Manager to join our growing team. Reporting to the Chief Accounting Officer, the Manager of Government Accounting will develop and execute strategic plans to ensure compliance with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and Cost Accounting Standards (CAS). Technical accounting tasks such as determining Overhead and G&A rates will only be one aspect of the job. You will have primary responsibility for ensuring Terran Orbital’s accounting and financial functions are all being performed within applicable accounting and financial parameters and best practices. You will also serve as a strategic partner to business units and help improve critical areas of the business through data-driven projects and analysis. In addition, you will need to have strong accounting, data analytics, communication, and presentation skills
Key Duties and Responsibilities
- Assisting in ensuring compliance with Government contract requirements (training, reporting, procurement integrity, pricing integrity, and auditing requirements)
- Support company efforts to ensure compliance with Federal Acquisition Regulation (FAR), CAS, and DFARS, as well as contractual terms and conditions
- Overseeing compliance with USG accounting and financial regulations (Cost Accounting Standards, FAR Cost Principles) in support of business unit inquiries and USG customer
- Tracking company’s CAS covered contracts, CAS status, and nontraditional defense contractor status
- Assess information received from government contracting agencies and regulators and disseminate it to impacted personnel
- Ensure best practices are implemented for Government Accounting across programs
- Responsible for compliant invoicing on Government contracts
- Develop policies/procedures for Government Accounting/Financial management on government contracts including invoicing.
- Support programs by preparing financial data to support monthly EAC reviews
- Design, implement, and manage the governance of accounting structure and testing
- Support audits, internal and USG, as needed
- Support pricing and cost proposals for initial offers, modifications, terminations, etc. and any related financial certifications
- Assist in the identification, development, and implementation of new contract and subcontract policies and processes
Requirements
Qualifications and Skills
- Bachelor's degree in Finance, Accounting, Business Administration or relevant major area of study
- At least eight years’ cumulative experience supporting government accounting/financial compliance across the breadth of a typical defense contractor, from areas such as business development (bid/proposal pricing, related certifications,), program execution (program financial management, EACs, invoicing.) and overall compliance (setting rates, internal audits, DCAA and/or DCMA audits, etc.).
- In-house experience preferred but not required.
- At least five years’ experience with Cost Accounting Standards compliance and keeping track of a contractor’s CAS-covered contracts and determining CAS applicability
- Ability to issue spot across multiple departments and drive matters to conclusion
- Detailed knowledge of key requirements, practices, and terms and conditions relating to the sale of products paid for by the Government, including Federal Acquisition Regulation (FAR) and Supplement to the FAR such as DoD for FFP commercial, FFP non-commercial, Cost Type, T&M, and IDIQ contracts
- Must have or be capable of obtaining a US Department of Defense (DoD) security clearance. The candidate selected will be subject to a government security investigation/reinstatement and must meet eligibility requirements
- Able to communicate and make presentations to senior and executive-level leadership

Salary Range $120,000-$150,000 (CA only)
Your actual level and base salary will be determined case-by-case and may vary based on the job-related qualification, knowledge, skills, education, and experience. Physical Demands
An employee must meet the physical demands described to perform the essential functions of this job successfully. In performing the duties of this job, the employee is routinely required to sit or stand for long durations of time, in addition to bending, reaching, and walking. The job operates in a professional office environment but in a manufacturing company. This job routinely uses standard office equipment such as computers, phones, photocopiers, and scanners.
