The Senior IT Project Manager leads, manages, and coordinates complex and technically challenging capital improvement and department operational projects from the establishment of project scope through completion including warranty period if applicable. Duties may include, but are not limited to, project research; document drafting and preparation; contract review and development; plans, specification, and bid document preparation; bid coordination and review; project updates; implementation administration; inspections and team coordination; and other related tasks as assigned.

The ideal candidate for the Senior IT Project Manager position will be a certified and current Project Management Professional (PMP), have five or more years of project management experience in both small and large business projects, have at least one year of experience leading Information Technology (IT) projects and a broad knowledge of business and/or government operations. The ideal candidate will have budgetary experience; self-motivation; possess excellent interpersonal/human relations skills; and demonstrate great leadership, writing, comprehension, adaptability, and computer literacy skills.

Requirements

  • Prepares requests for proposals/qualifications, manages the consultant selection process, prepares contracts for outside professional services and implementation services, makes recommendations to C-Level stakeholders for the project delivery method, leads and attends meetings, reviews plans and cost estimates, makes technical decisions and recommendations to sponsor, coordinates with various departments, and prepares plans and specifications for a variety of capital improvement and business technology projects.
  • Prepares status reports, and presents project status to all stakeholders. Prepares Council Action Requests (CAR) and presents to Council.
  • Facilitates the advancement of complex projects through various phases of implementation. Develops, plans, organizes, and administers project designs and implementation contracts; and monitors the process of contract services, schedules, and meetings.
  • Prepares department, team, and project budgets and schedules. Approves expenditure of funds.
  • Meets with staff, consultants, and other stakeholders to determine the project scope of work and requirements to meet and conform to standards.
  • Communicates with the general public, contractors, consultants, other employees, vendors, management, public officials, and others to successfully complete the project.
  • Attends meetings that relate to projects, visits with vendors and project team members for progress.
  • Resolves procedural, operational, and other project-related problems and confers with the stakeholders when developing and proposing solutions and implementing solutions.
  • Accomplishes financial objectives by forecasting requirements; preparing an annual and project budget; scheduling expenditures; analyzing variances; and initiating corrective action.
  • Completes projects by coordinating resources and timetables with customer departments and IT Managers.
  • Provide periodic information and updates to the Department Directors.
  • Offers guidance and direction while serving in a lead capacity for assigned Project Managers.
  • Manages and oversees all aspects of a business technology project to ensure it is completed on time and within budget. Has overall responsibility for managing scope, cost, schedule, internal staffing and outside vendors, and contractual deliverables. Prepares reports for upper management regarding the status of the project.
  • Develops, coordinates resources, updates and publishes strategic IT business plan.
  • Reviews and recommends favorable IT contract terms and conditions, coordinates with departments for approval, and monitors for appropriate execution. 

Job Qualification Requirements

  • Minimum 5+ years of Project Management experience, IT Project Management experience is required 
  • Education Preferred: Project Management Professional Certification (PMP) and Bachelor’s degree
  • Strong knowledge of project management methodologies and approaches in the public or private sector specific to technology-based projects and have the ability to manage multiple projects simultaneously with high quality and standards
  • Must be energetic, enthusiastic and have a passion for managing and completing projects 
  • Demonstrated experience managing resources and projects in a cross-functional environment 
  • Strong interpersonal communication skills, written and verbal 
  • Critical thinking, negotiation skills, detail-oriented, and time management skills
  • Ability to communicate project scope, status, and any issues with all stakeholders 
  • Excellent leadership, organization, and multitasking skills 
  • Understanding of IT Infrastructure concepts 
  • Ability to conduct and prepare Statements of Work (SOW) and develop client proposals 
  • Certifications and Other Requirements: Valid Driver’s License and the ability to meet the criminal background regulations mandated by the FBI CJIS Security Policy
  • Education Required: Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent
  • Reading: Work requires the ability to read technical manuals, installation instructions, troubleshooting documents, and contract documents.
  • Math: Work requires the ability to perform general calculations such as addition, subtraction, multiplication, and division and evaluate statistical information.
  • Writing: Work requires the ability to write memos, reports to staff and Council, instruction documents, spreadsheets, forms, and troubleshooting documents – strong technical writing skills.
  • Managerial: Job has no responsibility for the direction or supervision of others but may provide advice/direction to an employee with less experience/skill or tenure.
  • Budget Responsibility: Significant - Oversees budget preparation of a project budget. Reviews and approves expenditures of significant budgeted funds for the department or does research and prepares recommendations for city-wide budget expenditures.
  • Policy/Decision Making: Significant - The employee normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. Projects and daily work are managed with little oversight, however special assignments and significant work products may be reviewed upon completion. Typically positions in this category are supervisor to mid-management jobs.
  • Technical Skills: Broad Application - Work requires advanced skills and knowledge in approaches and systems, that affect the design and implementation of major programs, solutions for highly complex issues, and/or processes organization-wide. Independent judgment and decision-making abilities are necessary to apply technical skills effectively.
  • Interpersonal/Human Relations Skills: Interactions at this level typically result in recommendations regarding policy development, changes in policy, and implementation of policies. Interactions at this level are typically concerned with providing communications at higher levels of organizational operations and may utilize activities such as evaluating customer satisfaction, developing cooperative associations, and allocating resources to improve work operations, work quality, overall achievement of organizational goals and objectives, and customer satisfaction.
  • Government Experience is a plus

Onsite at client location in Goodyear, AZ

Monday - Friday 8 AM - 5 PM
