POSITION/TITLE: English Learner Coordinator

TERMS OF EMPLOYMENT: 11 Months

FLSA STATUS: Exempt

DEPARTMENT: Curriculum, Instruction, and Assessment

DUTIES AND RESPONSIBILITIES:

1. Leads and coordinates the development and implementation of district programs and services for English learners (EL).

2. Leads, coordinates, develops, and delivers appropriate staff training for English learner programs.

3. Coordinates all assessment and placement of English learners based on federal, state, and district requirements with the district test coordinator. English Learner Coordinator

4. Ensures compliance with all applicable statutes and regulations by remaining informed, interpreting requirements to appropriate teaching and administrative staff, and monitoring department operations and activities for compliance.

5. Oversees the development and distribution of English learner documents and communications to the public.

6. Provides technical assistance to teachers and administrators in the analysis and interpretation of student data related to learning, achievement, and to designated content areas.

7. Attends professional conferences/staff development to improve teaching performance.

8. Attends Arizona Department of Education (ADE) meetings related to administering Title III, Structured English Immersion (SEI), English Learners (EL) programs, and Arizona English Language Learner Assessment (AZELLA).

9. Assists Student Support Services personnel in AZELLA-related administration, including AZELLA training for paraprofessionals.

10. Supports the teaching, learning, and assessment of the State Board-adopted English Language Proficiency Standards (ELP).

11. Works collaboratively with the Director of Federal & State Grants to complete and implement Title III, SEI, and Migrant funding.

12. Provides state-required Arizona English Language Learner Assessment (AZELLA) qualification and reassessment training for staff. 13. Provides professional development for staff related to district goals that promote collaboration and inclusion of ELs in classroom instruction.

14. Serves as Local Education Agencies (LEA) contact for the ADE Office of English Language Acquisition Services (OELAS) office.

15. Attends state meetings, district-level meetings, Strategic Planning Teams, and Curriculum & Instruction meetings as needed.

16. Assist with maintaining and coordinating the English Learner (EL) student database. Maintain EL Student’s participation in Synbergy district-wide. Responsible for all EL counts, which determine EL funding. Maintain EL program participation in the state Student Accountability Information System (SAIS system) for funding approval.

17. Continuously provide English Learner (EL) student lists for district administrators, principals, teachers, and data personnel.

18. Review all incoming student cumulative records for English Learner report and proof of potential EL students.

19. Work in unison with registrars and English Learner staff to ensure accurate testing/placement and identify EL status and Special Education.

20. Trains employees in district, state, and federal compliance and best practices for English learners.

21. Assists the Director of Curriculum, Instruction, and Assessment, as well as the Principals, in developing and ongoing professional learning opportunities in the areas of EL instructional framework and research-based strategies.

22. Works with directors to improve and sustain a long-term professional growth framework that supports the implementation of services for English Learners in the district.

23. Works with the Federal and CIA Director to extend and improve communication with parents and the community in developing the district's Title I and III Application.

24. Complete other job-related duties as assigned by the supervisor.

English Learner Coordinator Reports to: Director of Curriculum, Instruction, and Assessment

Condition of Employment: Subject to a background investigation to determine suitability for employment.

Physical Requirements: Frequently lifting and moving objects weighing over 25 pounds, occasionally lifting to 50 pounds.

Evaluation: Performance will be evaluated in accordance with the Board’s Policy on Evaluation of Certified Personnel. Employee’s Signature

Requirements

QUALIFICATIONS:

1. Master’s degree in Education is preferred, with a minimum of three to five years of practical teaching experience with English learner populations in public schools.

2. Leadership roles in English learning, curriculum, assessment, and instruction.

3. Must meet all Arizona Department of Education certification requirements.

4. Must have an ESL (English as a Second Language), BLE (Bilingual Education), or SEI (Structured English Immersion) endorsement as required by the Arizona Department of Education.

5. Holds a valid Identity Verified Prints (IVP) Arizona Department of Public Safety Fingerprint Card.

6. Experience with community outreach and relationship building to enhance the District's English Learner Program.

7. Must possess an ability to deal effectively with matters of confidentiality.

8. Must have a proven successful employment record.

9. Proficiency in speaking and understanding the Navajo language is preferred.

JOB GOAL: To provide instructional staff members with strategies, tools, and techniques to effectively teach and provide a guaranteed and viable curriculum to English Language Learner students. Monitor the program for compliance in accordance with state and federal laws and regulations.

The English Language Learner Coordinator shall serve as a liaison between schools and the district. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
